Web Site Design & Navigation

Resolution Definition: The number of pixels (dots) on a computer monitor, which determines the sharpness of the image and how much content you are able to view.  It is expressed as width x height.
Web pages should be designed to fit within a 1024 x 768 resolution. (SUGGESTED)
Pages must not require horizontal scrolling at the resolution specified above. (SUGGESTED)
Browser Compatibility Definition: The ability of a Web browser (such as Internet Explorer) to display Web pages properly and execute scripts on them.  Different browsers and different versions of browsers may interpret the same code differently, creating a large number of potential trouble spots.
Web sites should display and execute properly in Internet Explorer (IE) 7.0+ and Firefox 3.5+ on Windows. Web site templates are tested on Macs, but we do not support them.
Frames Pages should not be built using HTML frames. (SUGGESTED)
Inline frames (iframes) may be used, as long as a title attribute is present
Navigation (Nav) Definition: The Navigation is similar to a book's table of contents. It generally includes "primary navigation," which are links for the main pages or sections of the site, and "secondary navigation," which are links for sub-sections of the primary navigation options.
Primary navigation should be on the top or left side of the page. (SUGGESTED)
Primary navigation should have a link to the functional area or site's home page. (SUGGESTED)
Search Templates should include a Search button that searches either the functional office's Web site or suny.edu. (SUGGESTED)
Footers (SUGGESTED) Footers should contain:
  • A copyright statement.
  • A link to the SA Privacy Policy.
  • A Web Accessibility link.
  • A "Contact Us" link which goes to either the suny.edu Contact Us page or a similar page developed by the functional area.
  • An external site disclaimer link
A standard SUNY footer is available. Contact Web Shared Services at webrequest@sysadm.suny.edu.
The Privacy Policy and Web Accessibility links must appear differently from other footer links.  SA makes the Privacy Policy font slightly larger and uses ALL CAPS for Web Accessibility.
Categories 3 and 5 can use custom pages for Privacy and Accessibility.
SUNY Identification Sites should include a link to suny.edu on every page. This could be the Official SUNY Logo (see below), or the words SUNY Home or suny.edu. (SUGGESTED)
Graphics Web sites must provide text alternatives for all graphics by using the Alt attribute.
Images should be in png, gif, or jpg/jpeg format online (see the Image Specifications for more information).
Image file size should be no larger than 35 kb. If larger versions are needed, they should be made available as an option. (SUGGESTED)
Advertising Banners No banners or advertising.
404 Pages Every site should have a custom "404 – Page not found" page.  These are created by System Administration and cannot be altered.

Body Text Definition: Body text refers to the base font used for text in the content of the page.
Body text must be in sentence case (upper- and lower-case lettering).
Body text font will be 10-point Arial. (SUGGESTED)
Text (body text, headings, etc.) cannot be underlined unless it is a link. (SUGGESTED)
Links Definition: Links are addresses to other Web pages. They can be text or images.
Text links (not including navigation items) are indicated by an underline. (SUGGESTED)
Content Page content is the responsibility of the functional office or client.
Obscenity, harassment and expression of personal views will not be permitted.
No personal Web pages.
"Coming Soon" and "Under Construction" pages are not permitted.
Splash screens should not be used.
Page Length Strive not to exceed two printed pages of text per Web page. Lengthy pages should be broken up into several shorter pages with paging options (Page 1, 2, 3....10). If the page length must exceed two pages, an alternative navigation method must be provided (e.g., anchor tags). (SUGGESTED)

File Types Definition: Different programs use different file types for their documents. These file types are indicated by the "extension," a dot followed by a three- to four-letter code at the end of the file's name. Examples: Letter.doc is a Word document, while AboutUs.html is a hypertext document (Web page).
Only the following extensions may be uploaded:

All files must comply with the appropriate Accessibility requirements (see the regulatory section).
Applets/Plugins Definition: Any files or programs that require something other than a browser to view.  Examples include PDFs, Word documents, and Powerpoint presentations.
As part of the Web Accessibility page for every site, a link must be provided to an accessible, free application to open every file type provided on the site.
Multimedia Multimedia should only be used when it adds to the users' understanding. (SUGGESTED)
Multimedia must have synchronized text captions.
Video To try to balance good video quality with reasonable file sizes, these video encoding options are suggested:

Accessibility Standards Compliance Pages must adhere to the NYS Office for Technology Policy NYS-P08-005.  The current policy references the Federal Section 508, sections 1194.22 and 1194.31.
Copyright Information Photos and graphics require copyright release or SUNY/client ownership.
Copyright laws for printed materials also apply to Web pages. It is the sole responsibility of the department that creates a Web page to obey copyright laws.
Other Laws/ Regulations All applicable federal and state laws and regulations will be adhered to.
