Assistant Vice Chancellor for Finance and Business (MP)

ASSISTANT VICE CHANCELLOR FOR FINANCE AND BUSINESS aids the Vice Chancellor in supervising the entire Office of Finance and Business except computer affairs and directs a staff of professional analysts in the development and administration of the various program budgets of the university system;does related work as required.
Serves as second-in-charge of the Office of Finance and Business, except the area of Computer Systems Development working with campus and System Administration officials, develops and coordinates a system of budgeting which will adequately portray the educational and other needs and progress of the university in financial terms.
- assures that the budgetary process meets the requirements of the State Finance Laws and is in concert with the requirements of the Division of the Budget, Legislative committees and the Office of the State Comptroller;
- maintains close working relationships with these agencies;
- assures that the budget development process is in coordination with the University Master Plan;
- develops and continually updates a budget process which will establish the concept of a single university and facilitate academic and financial decisions in the context of the total university, but grant campuses a degree of autonomy in operating decisions, within university guidelines and policies;
- once funds are appropriated and allocated to the university and its campuses, works closely with the campuses and the agencies outside the university in the effective and economical implementation and administration of the budgeted monies;
- provides assistance to academic administrators as to financial implications of implementing new programs, such as the Time- Shortened Degree Program, regional consortia and so forth;
- assures coordination with the accounting, internal auditing, Community College finance and other business and financial operation of the university;
- participates in many conferences and meetings to move ahead in the complex program described above;
- explains the university budget to various constituencies, such as student government leaders, the Faculty Senate Budget Committee and so forth.
Preferred Qualifications:
Bachelor's Degree in accounting, public or business administration or economics and several years of high level and significant experience in a large and complex budget in a university setting.
