Associate for Capital Finance and Administration (MP)
This title is in the unclassified service and is designated Managerial/Confidential. Appointees to Managerial/Confidential titles serve at the pleasure of the chief administrative officer and are not represented for collective negotiations.
Positions in this family are concerned with policy, planning, budgeting and overall management of SUNY's capital facilities program, in close coordination with the State University Construction Fund and Dormitory Authority.
ASSOCIATE FOR UNIVERSITY CAPITAL FINANCE AND ADMINISTRATION, under direction of the Assistant Vice Chancellor for Capital Facilities is responsible for all administrative and logistical support of the several sections responsible for the capital facilities program. As required by the Assistant Vice Chancellor,
- prepares studies and directives;
- is responsible for the records management program and all office personnel matters;
- coordinates preparation of the office's annual operating budget requests with the System Administration Business Office;
- participates in preparation of the capital construction budget requests;
- establishes and supervises a plans room and micro-film file program for the university's and the SUNY Construction Fund's drawings and reports;
- assists in the preparation of the annual capital construction program, and in matters pertaining to Federal capital aid;
- supervises personnel of the mail and supply room;
- conducts liaision with all sections of the SUNY Construction Fund, the Office of General Services, and SUNY's System Administration;
- prepares environmental assessment supplements to capital project budget requests;
- maintains inventories of equipment and architectural renderings;
- organizes seminars and conferences;
- prepares job descriptions and organization charts;
- handles many other administrative and managerial tasks in support of the capital finance program.
Preferred Qualifications:
A Bachelor's degree and significant major experience in university budgeting and administration, or a satisfactory equivalent combination of education and experience.
