Chancellor King and SUNY Board of Trustees Announce Presidential Appointment at Rockland Community College and SUNY System Senior Vice Chancellor for Academic Affairs

Valhalla, NY – The State University of New York Board of Trustees today appointed Dr. William P. Mullaney as the president of Rockland Community College and Dr. Julie Hartley-Moore as senior vice chancellor for academic affairs at SUNY System Administration. Dr. Mullaney is the ninth president to serve Rockland Community College and will start his term on June 1, 2025 after he completes the academic year at SUNY Corning. Dr. Hartley-Moore's appointment is effective February 1, 2025.

The SUNY Board of Trustees said, "SUNY Rockland is the heart of the county, providing degrees and credentials that help students further their education and pursue rewarding careers, and we are pleased to have Dr. Mullaney lead their vital work. At the same time, we welcome Dr. Julie Hartley-Moore to SUNY as she begins leading our system's academic affairs. This vital role will ensure a SUNY education conforms to the highest standards for academic excellence. Our congratulations to Dr. Mullaney and Dr. Hartley-Moore."

While I will miss this tightknit community, I am excited to take on the presidency of Rockland Community College, one of SUNY's Hispanic-Serving Institutions, to increase higher education opportunities for more people in the region. About Dr. William P. Mullaney

Dr. William P. Mullaney currently serves as the seventh president of SUNY Corning Community College, a position he has held since July 2019. With experience serving in faculty roles and a focus on student-centered initiatives, he brings a collaborative and equity-minded approach to leadership. He is a dedicated advocate for community colleges, emphasizing their role in access, equity, social justice, and economic development.

During his tenure at SUNY Corning, the college has enjoyed transformative advancements in equity, student outcomes, program innovation, and community engagement. Dr. Mullaney spearheaded the development of the college's first comprehensive Diversity Equity Inclusion Plan, establishing a foundation for long-term institutional change. His commitment to accessible education is further demonstrated by the launch of the Corning Prison Education Program and the Education Opportunity Program (EOP), initiatives that have expanded opportunities for underserved populations and reinforced the college's mission of social justice.

Dr. Mullaney has also driven improvements in enrollment and graduation metrics, achieving SUNY Corning's first enrollment increase in over a decade with a 2.3% increase in 2023-24. During the same period, the college notched a record-high three-year graduation rate. These successes are complemented by his leadership in academic program expansion, including the creation of cutting-edge offerings such as Mechatronics, Digital Design, Automotive Technology, and Pharmacy Technician programs, with additional initiatives slated for 2025.

Beyond campus, Dr. Mullaney serves on local economic and workforce boards, and he has represented community colleges at national forums such as the 2024 White House roundtable on workforce development and the NYS Regional Economic Development Council, Co-Chair for Workforce. His efforts underscore his commitment to fostering both individual student success and broader economic vitality. He was also selected to participate in the 2024-2025 Aspen Institute Presidential Fellowship.

Dr. Mullaney earned his PhD in English from Tulane University, his Master of Arts in Literature from the University of California, and a Bachelor of Arts in English from the University of Virginia.

About Dr. Julie Hartley-Moore

Dr. Julie Hartley-Moore is a transformative leader in higher education, dedicated to fostering academic innovation, equity, and student success. As Associate Commissioner and Chief Academic Officer for the Utah System of Higher Education (USHE), she oversees academic policy and programming. USHE has 16 institutions and serves more than 180,000 students statewide.

While at USHE, she spearheaded several initiatives to increase access and completion, including Utah's transfer initiatives, the state's rapid transition to online learning during the COVID-19 pandemic, and stronger attention to academic program approval and review processes. She is a passionate advocate for community-driven solutions, partnering with government, industry, and education leaders. USHE has seen a 24% increase in academic certificate and degree completions and significant advancements in access and equity, including the launch of need-based aid programs and statewide initiatives to close opportunity gaps for underrepresented students.

In addition to her administrative roles, Dr. Hartley-Moore is an accomplished educator and researcher, having mentored over 150 student theses and published on topics ranging from sustainable development to cultural tourism. She is a sought-after speaker, sharing insights at national forums on educational innovation and leadership.

A champion for inclusive excellence, Dr. Hartley-Moore continues to shape policies and practices that empower students, advance equity, and build stronger communities.

Dr. Hartley-Moore earned her PhD in Applied Anthropology and Education from Columbia University, Master of Arts in American Studies from Utah State University, and Bachelors of Arts in Anthropology and French from Brigham Young University.
