Zimpher, Chancellor Subject: Strengthening and Streamlining the University Administration II I recommend that the Board of Trustees adopt the following resolution: Whereas the Chancellor of the State University of New York has the authority to make recommendations to the Board of Trustees as to individuals to be appointed Officers of the University and to assign to such Officers powers, duties and responsibilities, with Officers being responsible and accountable to the Chancellor and Board of Trustees for their performance in carrying out their assigned responsibilities; and Whereas the Chancellor has sought to align the University�s leadership structure with the recently approved University-wide Strategic Plan �The Power of SUNY� as well as with the restructuring of committees of the Board of Trustees; and Whereas several System Administration units have position titles which fall within these alignments. The following charts indicate title changes without remuneration in the Office of Academic Affairs and the Office of the Chief Operating Officer. Titles in the Office of Academic Affairs: * reflect the duties and responsibilities of each individual. * become consistent with the dual title of Provost and Senior Vice Chancellor for Academic Affairs. Whereas the System Administration Office of Academic Affairs leads academic policy and programming for the entire University, therefore the provostial titles show the relationship with the campus Academic Affairs units. The non-academic titles ensure that the positions align with peer positions in the other System Administration units. Lloyd Associate Vice Chancellor for Finance and Administration Vice Chancellor for Human Resources Background JAMES KETTERER Mr. Ketterer is the Deputy Provost at the State University of New York (SUNY). In that capacity he serves as Chief of Staff of the Office of Academic Affairs and University Wide Programs, and served at staff on the New York State Commission on Higher Education. Mr. Ketterer oversees budgets, staffing, the Sponsored Programs Office, SUNY Press, NYLINK, the University Center for Academic and Workforce Development and serves as Research Foundation Operations Manager for System Administration. He previously served as Director of the SUNY Center for International Development. Ketterer has extensive experience in technical assistance for democratization projects, international education, legislative development, elections, and policy analysis � with a focus on Africa and the Middle East.� He has won and overseen projects funded by USAID, the Department for International Development (UK), the Millennium Challenge Corporation, the World Bank and the US State Department.� He served on the National Security Council staff at the White House, as a policy analyst at the New York State Senate, a project officer with the Center for Legislative Development at the University at Albany, and as an international election specialist for the United Nations, the African-American Institute, and the Organization for Security and Cooperation in Europe. Mr. Ketterer is currently a Fellow at the Foreign Policy Association and has also held teaching positions in international politics at the New School for Social Research, Bard College, the State University of New York at New Paltz, the University at Albany, Russell Sage College, and the College of Saint Rose. Ketterer has lectured and written extensively on various issues for publications including the Washington Post, Middle East Report, the Washington Times, the Albany Times Union, and the Journal of Legislative Studies. He was a Boren National Security Educational Program Fellow at Johns Hopkins University and in Morocco, an International Graduate Rotary Scholar at the Bourguiba School of Languages in Tunisia, and studied Arabic at the King Fahd Advanced School of Translation in Morocco. He received his education at Johns Hopkins University, New York University and Fordham University. ELIZABETH L. BRINGSJORD Elizabeth L. Bringsjord holds a Ph.D. and M.S. in Educational Psychology and Statistics (dual concentration: Measurement & Evaluation; and Learning & Development) from the University at Albany, along with a M.S. in Nursing from the University of Pennsylvania and a B.S. in Nursing from Boston University. Dr. Bringsjord has over 20 years of experience in higher education, as a faculty member and administrator�at both public and private institutions, including eleven years at SUNY System Administration. In 2008, following a national search, Dr. Bringsjord was appointed Senior Assistant Provost to lead the Office of Academic Programs, Planning and Assessment. In that capacity, she is responsible for the System Provost Office review of all academic program developments. Noteworthy among her accomplishments has been her leadership role working with SED to streamline and coordinate program review and registration, supporting campus efforts to adapt quickly to change. During her tenure at SUNY, Dr. Bringsjord has led several efforts to enhance academic quality, expand access and ensure accountability. She was recruited to SUNY to be the project manager for first cycle of Mission Review�a system-wide academic strategic planning effort, nationally recognized in the area of quality assurance; oversaw the enrollment planning group; spearheaded SUNY�s system-wide peer analytic efforts, a key component of the second round of Mission Review; and served as principal writer for the two most recent SUNY Master Plans (2000-2004 and 2004-2008). In 2007-08, Elizabeth was one of five SUNY staff members loaned to the Governor�s Commission on Higher Education. In addition to supporting the Commission�s examination of NYS higher education in the context of historical and national trends, Dr. Bringsjord was tasked to serve as principal writer of the preliminary and final reports. In recognition of her outstanding service to the State University of New York, Dr. Bringsjord was honored as the System Administration recipient of the Chancellor�s Award for Excellence in Service in June 2008. EDWARD P. ENGELBRIDE Dr. Engelbride has been the Senior Assistant Provost for University Life and Enrollment Management at the State University of New York since 2008. Prior to his current position, he served as Assistant Vice Chancellor from 2001 to 2008. In his capacity as Senior Assistant Provost, Dr. Engelbride oversees student affairs and enrollment management on a University-wide basis. He is responsible for enrollment marketing, application services, child care, disability services, and the international student and scholar health insurance program. In addition, Dr. Engelbride serves as advisor to the Student Assembly, the University-wide student governance organization. He provides support and coordination of campus efforts in a variety of student related areas, including alcohol education and prevention, assessment, athletics and intramurals, career development, health and counseling services, Greek life, housing/residence halls, international students, judicial affairs, service learning and campus safety. From 1997-2001, Dr. Engelbride served as Assistant to the Vice President for Student Affairs and Enrollment Management at SUNY Plattsburgh. In that capacity he oversaw a comprehensive effort to recruit and retain international students, coordinated English as a Second Language effort, enhanced assessment activities within the Student Affairs division, served as chair of the multi-cultural programming board, and advised the Student Association Senate. From 1987-1995, Dr. Engelbride served as the Assistant Director of Campus Life where he initiated and coordinated student volunteer efforts, coordinated multicultural programming efforts, advised Greek social organizations, served as the liaison for campus community concerns, and oversaw the operation of the campus radio station. Dr. Engelbride completed his Ph.D. in Education Policy and Planning from the University of Maryland � College Park. He has a Master of Science in Counseling �Student Affairs Practice, and a Bachelor of Science in Biology from the State University of New York at Plattsburgh. CAREY HATCH Carey Hatch has nearly two decades of experience in higher education, with a focus on SUNY�s libraries, technology and leadership. He has served as Assistant Provost since January 1999. In that capacity, Mr. Hatch oversees the Office of Library and Information Services, the SUNY Learning Network and the Center for Professional Development. He also serves as an advisor to the Provost and other senior staff on a wide variety of academic and policy issues. From July 2008 to December 2009, Mr. Hatch served as Interim Director for the Center for Professional Development an organization providing professional development opportunities for SUNY faculty and staff. The new Director of the Center now reports to him. In June 2006, Mr. Hatch assumed the responsibility for leadership of the University�s online learning program supporting thirty-eight campuses with over 100,000 student enrollments. From June 1996 to January 1999, Carey was the Director of Library and Information Services, State University of New York, System Administration. In this position Carey�s responsibilities continued in directing the SUNY Library Automation Implementation Program with the expansion of services into cooperative purchases of Web-accessible, electronic resources. Carey received his Masters of Library and Information Science from the University of Maryland in 1984 and his Bachelor of Science with a major in philosophy and a minor in English from the SUNY College at Brockport in 1980. In recognition of his outstanding service to the State University of New York, Mr. Hatch was honored as the System Administration recipient of the Chancellor�s Award for Excellence in Service in 1996. ROBERT KRAUSHAAR Robert Kraushaar is the campus liaison for the eight colleges and institutes of technology, specialized colleges that have engineering and technical academic programs. In this capacity, he works with the campuses on such issues as enrollment and academic planning, articulation and transfer, student success, program assessment and selectivity, intercampus cooperation and articulation, and faculty development and scholarship. He also functions as the System liaison for the Technology Sector colleges to the Middle States Commission on Higher Education. At a broader level, System-wide initiatives he is currently involved will include the development and supervision of a leadership institute, the Board of Trustee�s initiative on student mobility, Board-appointed Distinguished Professorships and Chancellor�s Awards, and the development of Professional Science Masters programs at sixteen comprehensive colleges and university centers. He has a Ph.D in Urban Planning from the University of California, Los Angeles (UCLA), an M.U.P in Urban Planning from The City University of New York, Hunter College and a B.S: Large Scale Systems Engineering from the University of California, Los Angeles (UCLA). KATHLEEN PRESTON Since joining SUNY in 2008, Ms., Preston has been responsible for leading the Office of Academic Health and Hospital Affairs at SUNY System Administration. In that capacity she supports the mission and operations of SUNY�s four Academic Health Centers, the College of Optometry and the Long Island State Veterans� Home, by providing consultative assistance with policy formulation and strategic planning and implementation. In her role to provide oversight to the Board of Trustees, Ms. Preston has focused on hospital finances and operations, and reporting on quality improvement programs. Noteworthy among her accomplishments at SUNY are her participation in the development of SUNY REACH, a proposal to raise the profile of SUNY Academic Health Research, and her efforts to negotiate greater procurement flexibility for the SUNY hospitals. Prior to joining SUNY, Kathy spent 13 years at the New York State Senate Finance Committee, starting as the senior budget analyst responsible for health care financing and policy, and rising to the position of Assistant Director of the Committee, responsible for overseeing health care, higher education, transportation and human services issues, and coordinating and supervising budget and policy negotiations in those issue areas. While at the Finance Committee, she assisted in developing, negotiating and overseeing the implementation of the GenNYsis biotechnology development program to provide funding to higher education institutions to assist them in the development of biomedical research infrastructure. Kathy has also been a volunteer with Northeastern New York Komen Race for the Cure for over a decade. Ms. Preston holds a Masters� in Public Administration from the Maxwell School at Syracuse University and a B.A. in Social Science from St. Bonaventure University. CURTIS LLOYD Mr. Lloyd has a 30 year history with the State University of New York, including 20 years at System Administration. He currently serves as Associate Vice Chancellor for Finance and Administration, and Chief Human Resources Officer. He has served as Assistant Vice Chancellor and Chief Human Resources Officer and Director of University-wide Human Resources. Mr. Lloyd supervises the University-wide and System Administration Human Resources Operations including liaison between SUNY campuses and State agencies for administering benefits programs, maintenance of the University�s Human Resource Management System, maintenance of the University�s Title and Position System, University-wide data collection and analysis, administration of Union Contracts, and System Administration�s Human Resource business functions, including appointments, terminations, and departmental support. In his current role, Mr. Lloyd was also responsible for the coordination of Ethics reporting programs, International Students/Scholars Insurance programs, and ongoing consulting support of executive staff regarding various areas of administrative, managerial and related concerns. From 1990-2000, Mr. Lloyd served as Assistant Director of Business Affairs at System Administration. He was responsible for the day-to-day supervision of the accounting, budgeting, purchasing, accounts payable, accounts receivable, contract administration, and payroll and travel functions of the Office of Business Affairs. He worked to ensure the accuracy of the flow of business transactions and their adherence to applicable laws; rules and regulations; and policies and procedures. In 1992, Mr. Lloyd held the position of Interim Director of Administration at the Martin Luther King Institute. From 1980 - 1990 he held several positions, increasing in scope and responsibility, at the State University of New York at Albany. Mr. Lloyd earned a B.S. in Business Administration in 1980 and a Masters in Business Administration in 1988 from the State University of New York at Albany. -7- Board Resolution September 15, 2010
