Zimpher, Chancellor Subject: Strengthening and Streamlining the University Administration I I recommend that the Board of Trustees adopt the following resolutions: Whereas the Chancellor of the State University of New York has the authority to make recommendations to the Board of Trustees as to individuals to be appointed Officers of the University and to assign to such Officers powers, duties and responsibilities, with Officers being responsible and accountable to the Chancellor and Board of Trustees for their performance in carrying out their assigned responsibilities; and Whereas over the past year, following her appointment the Chancellor has reviewed the organization and structure of the University Administration with a focus on enhancing performance, accountability and responsiveness to campus constituencies; and Whereas the Chancellor has specifically addressed $3.5 million in cost savings and future cost avoidance in designing a leadership structure that responds to the budget challenges facing the State University and its campuses; and Whereas the Chancellor has sought to align the University�s leadership structure with the recently approved University-wide Strategic Plan �The Power of SUNY� as well as with the restructuring of committees of the Board of Trustees, now, therefore, be it Resolved that the Board of Trustees supports the designation by the Chancellor of four Senior Officers of the University: Monica Rimai, David K. Lavallee, John J. O�Connor and Johanna Duncan-Poitier as Members of the University Executive Committee; and recommends the following appointments: Resolved that David K. Lavallee be, and hereby is, appointed Senior Vice Chancellor for Academic Affairs and Provost of the State University of New York, with a salary increase of $30,000 and a monthly housing allowance of $5,000, effective July 1, 2010. This appointment will continue for a two year period to end on June 30, 2012. Resolved that Johanna Duncan-Poitier be, and hereby is, appointed Chancellor�s Deputy for the Education Pipeline and Vice Chancellor for Community Colleges of the State University of New York, with a salary increase of $30,000, effective July, 1, 2010. Resolved that John J. O�Connor be, and hereby is, appointed Senior Vice Chancellor for Research and Innovation and Secretary of the University with a salary increase of $30,000 and a monthly housing allowance of $3,250, effective July 1, 2010. Mr. O�Connor will continue as President of The Research Foundation of SUNY by appointment of that Board, for which he receives no compensation. Background DAVID K. LAVALLEE On September 15, 2009, Dr. Lavallee was appointed Interim Provost by this Board of Trustees for a period of one year to run through September 14, 2010. On January 19, 2010, Dr. Lavallee was appointed Interim Senior Vice Chancellor for Academic Affairs and Provost which appointment carried the same roles, responsibilities, terms and conditions as Interim Provost. In January 2010, a search for a permanent Senior Vice Chancellor for Academic Affairs and Provost was commenced with Trustee Gerri Warren-Merrick serving as chair of the committee. As the burden of impending budget reductions are shared at the system level as well as on the campuses across the state, the search that was underway for a permanent provost was suspended. This decision was due in part to the difficult fiscal environment as well as the newly developed possibility for Dr. Lavallee to remain in the role. Dr. Lavallee�s appointment will continue for a two year period to end on June 30, 2012. Dr. Lavallee�s annual salary will be increased by $30,000 to $315,000 and a housing allowance of $5,000 per month. Prior to his position as Interim Provost, he served for 10 years as Provost and Vice President for Academic Affairs at SUNY New Paltz. As Interim Senior Vice Chancellor for Academic Affairs and Provost, Dr. Lavallee has been an active participant in the State University�s state-wide strategic planning process that led to the development and launch of the comprehensive Strategic Plan for the State University, The Power of SUNY. He has been an integral part of the Chancellor�s executive leadership team, and has assisted in the advocacy campaign for the Public Higher Education Empowerment and Innovation Act. As Senior Vice Chancellor of Academic Affairs and Provost he will continue in that role. The Senior Vice Chancellor of Academic Affairs and Provost, among other tasks, will be directly responsible across the State University System for: Program Review and Assessment; Student Mobility (Transfer and Articulation); Academic Planning and Analysis; Student Life; Applications Processing; University-Wide Programs; Institutional Diversity and Educational Opportunity Programs; Veterans Programs, Faculty Development and Award Activities; and Liaison to the Board of Trustees Academic Affairs Committee. Dr. Lavallee�s research in bio-inorganic chemistry has produced more than 60 peer-reviewed articles, two books and two patents. He has been awarded more than $5 million in research and training grants from the National Science Foundation, National Institutes of Health and several other agencies and foundations. He has been an invited speaker at more than 125 universities and research centers in 11 countries and was a Fulbright senior research fellow in Paris in 1986. Dr. Lavallee has also served as a research collaborator or consultant at several national laboratories, including Argonne in Chicago, Ill., Brookhaven in Upton, N.Y., and Los Alamos in Los Alamos, N.M. His teaching and curriculum work has led to the Catalyst Award, a national award for chemistry teachers, major grants from the Department of Education for science preparation for teachers and from the National Science Foundation for high school technology education. Prior to his arrival at SUNY New Paltz, Dr. Lavallee was the provost and senior vice president at The City College of New York in Manhattan, a position he held from 1994 - 1999. From 1978 to 1994, he was with Hunter College, City University of New York, initially as a professor of chemistry and biochemistry and then as associate provost. Before his tenure at Hunter, he was an assistant professor at Colorado State University in Fort Collins, Colo. Dr. Lavallee earned his Bachelor of Science in Chemistry from St. Bonaventure University in St. Bonaventure, N.Y., and his Master of Science and Ph.D. in Chemistry from the University of Chicago in Chicago, Il. JOHANNA DUNCAN POITIER Johanna Duncan-Poitier, who currently serves as Chancellor�s Deputy for the Education Pipeline and will continue to serve in that capacity in addition to taking on additional responsibilities as Vice Chancellor for Community Colleges. In her current position, Ms. Duncan-Poitier is responsible for providing leadership for the development of a comprehensive system of partnerships between SUNY�s 64 campuses and Pre-K-12 schools, business leaders, and other partners dedicated to strengthening the education pipeline, expanding educational opportunities for learners from early childhood to college and careers, and to strengthen teacher preparation and practice. This appointment to Vice Chancellor for Community Colleges is consistent with the Chancellor�s previously announced re-organizational plan for senior administration. Ms. Duncan-Poitier�s extensive leadership experience as the former Deputy Commissioner of Higher Education and State�s Higher Education Executive Officer, coupled with over 10 years of campus-based experiences she has had at CUNY (Queens College, York College and Bronx Community College) make her an ideal person to take on these added responsibilities and further our goal of expanded integration of the community college sector. Ms. Duncan-Poitier will receive an annual salary increase of $30,000 to $250,000. Prior to her arrival to the State University in September 2009, Ms. Duncan-Poitier served as Senior Deputy Commissioner of Education P-16, for the New York State Education Department overseeing the educational quality and accountability for 700 school districts, 270 colleges and universities and 434 propriety schools. She also directed the preparation, practice and licensure of more than 227,000 teachers and school leaders as well as three quarters of a million licensees in 47 health, business and design professions. She has been recognized for her accomplishments with State and national awards, including the Governor�s Outstanding Leadership Award, the President of the United States Award for Excellence for administering science, mathematics, and engineering programs and initiatives in NYS, the NYS Association of Women Administrator�s Pathfinder Award in Educational Leadership, the NYS Council of School Superintendents Friend of the Council Award, the Member Achievement Award from the National Council on Professional Licensure, Enforcement, and Regulation, Special Recognition Award for Leadership in Education, and a Doctor of Laws (Honorary) from Saint Joseph�s College, Brooklyn, New York and Doctor of Humane Letters (Honorary) from D�Youville College, Buffalo, New York. Ms. Duncan-Poitier earned a baccalaureate degree at Queens College, a Master�s in Public Administration at Bernard M. Baruch College, City University of New York and an advanced leadership certificate from Atlanta University. JOHN J. O�CONNOR As Senior Vice Chancellor for Research and Innovation, Mr. O�Connor will take on expanded responsibilities that will support and help direct SUNY�s engine of research, economic development industry and corporate relations and public-private collaborations as a key priority in implementing SUNY�s Strategic Plan enabling New York State to be one of the most vital, resilient and inclusive economies in the global marketplace. This position will include the Presidency of the SUNY Research Foundation so as to enable linkages with the Foundation�s principal investigator base, technology transfer and commercialization responsibilities, multi-campus research initiatives and relationships with affiliate corporations and partners. As Secretary of the University, Mr. O�Connor will be responsible for implementing the revised Board of Trustees Meeting and Committee structure and enhanced and expanded Presidential search and review efforts (to now include all 64 campuses). Mr. O�Connor will be responsible for overseeing SUNY external affairs areas which each mutually reinforce each other, including Communications and Federal/National Relations. He will receive an annual salary increase of $30,000 to $275,937and a housing allowance of $3,250 per month. Mr. O�Connor was appointed Vice Chancellor and Secretary of the University in June 1997 after having served in an acting capacity since December 1996. In March 2000, he assumed additional responsibilities as President of the Research Foundation. Prior to joining the State University, Mr. O?Connor was president of a Washington, D.C. consulting firm providing management services to not-for-profit organizations in the United States and Europe. From 1981 to 1996, he served in senior positions at New York University, including vice president for university relations and executive assistant to the president. He was press secretary and special assistant to the Majority Whip of the US House of Representatives from 1976 to 1981. Mr. O?Connor holds a B.A. from the University of Notre Dame and an M.S. in Public Administration from New York University. He is a director of the American Ditchley Foundation and the King Juan Carlos I Foundation; a fellow of the British Royal Society for the Arts, Manufactures and Commerce; and immediate past Chairman of the Board of Trustees of Saint Mary?s College, Notre Dame, Indiana. -6- Board Resolution September 15, 2010
