  I.          NARRATIVE

 

               The Director of Financial Aid reports to the Associate Vice President and Controller and is primarily responsible for the overall operation of the student Financial Aid program and Veterans and Military Affairs.  The Director of Financial Aid is responsible for operationalizing and directing all short, intermediate and long‑range planning for the financial aid program.  He/She coordinates with other department directors the implementation of financial aid regulations, policies and procedures related to individual departments and the campus as a whole.

 

 

 II.          FUNCTIONAL RESPONSIBILITIES

 

 

A.   Maintains a high level of professional competence in best practices in financial aid, program assessment, operational budgeting and a working knowledge of the college software system. The Director will collaborate across departments for effective and accurate service to students.

 

B.   Supervises professional and clerical staff assigned to the Financial Aid Office as well as Veterans and Military Affairs.  Determines work priorities, trains, delegates tasks, and evaluates work efforts.

 

C.   Administers, controls, and coordinates  federal, state and institutional financial aid funds from numerous individual programs.  Ensures compliance with all laws and regulations through accurate reporting and auditing and resolves any issues related to auditors' findings.

 

D.   Processes the awarding of financial aid funds utilizing federal needs analysis calculations. Reviews the processing and edits work performed by the department staff.  Resolves complex problems for office staff, students and other parties involving funding, awarding and/or disbursement of funds.

 

E.   Develops, implements, and revises policies and procedures to ensure compliance with all Federal and State laws and regulations.  Responsible for the development and implementation of college polices as they relate to financial and institutional aid.

 

F.    Manages the student satisfaction process through delivery of quality customer service in all aspects of the administration of financial aid.

 

G.   Supervises and monitors the Financial Aid satisfactory academic progress (SAP) process and pursuit of program (POP) for financial aid students, ensuring that review and notification to students is done based on the established College policy and schedule, and Federal Financial Aid Regulations.

 

H.   Maintains the office policy and procedures manual as it relates to financial aid programs.

 

I.     Creates and maintains effective communication plans for transmitting and receiving critical data inter-departmentally and to and from key SUNY Broome offices such as Admissions, Registrar, Student Accounts, and the Academic Departments.

 

J.    Collaborates with college staff and other offices in strategic and operational planning aimed at achieving SUNY, institutional, departmental and Office goals and objectives.

 

K.   Counsels students and parents in regard to financial eligibility.  Uses professional judgment in determining the appropriate categorizing of information based on individual circumstances.

 

L.    Serves as the liaison with federal, state and local agencies on issues related to financial aid.

 

M.  Conducts financial aid presentations at local high schools, classroom visits on and off campus, and other venues are requested.

 

N.   Responsible for all phases of the Direct Loan Program including creation of loan applications, origination of funding, receipt of payments, monthly adjustments and reconciliation, and final annual reconciliation of all funds received.

 

O.   Responsible for all phases of the Pell Grant Program including the origination, disbursement and annual reconciliation of Pell Grant funds.

 

P.    Provides leadership and participates in committees across campus for a number of different SUNY, State and Federal initiatives.

 

Q.   Creates and reviews reports pertaining to the attendance of all students, making adjustments to Costs of Attendance and awards as needed.

 

R.   Responsible for Return to Title IV Calculations

 

S.    Collaborates across campus on ways to increase financial literacy, reduce student financial aid bad debt and reduce SUNY Broome’s cohort default rates.

 

T.    Does job related work as required by the Associate Vice President and Controller.

 

 

 

III.         REQUIRED SKILLS

 

               A.      Ability to work effectively with a diverse student and public population in stressful situations.

 

               B.      Ability to communicate effectively verbally and in writing and to work with highly confidential information.

 

               C.      Ability to manage (plan, budget, staff, evaluate) an office with a variety of functions.

 

               D.      Ability to perform research and generate activity reports in response to internal and external requests.

 

               E.      Knowledge of regulations affecting financial aid programs in which the college participates.

 

               F.       Ability to conduct research related to the financial aid field.

 

               G.      In-depth knowledge of federal and state financial aid rules and regulations.

 

 

 

 IV.        EDUCATIONAL BACKGROUND

 

               Master's degree in business or a relevant field required.

 

  V.         YEARS OF EXPERIENCE

              

               Seven (7) to nine (9) years of related professional experience is required, with five (5) to seven (7) years in a supervisory position preferred.   Significant professional development in financial aid is desirable.

 

 VI.        WORKING CONDITIONS AND PHYSICAL EFFORT

 

               Office work environment.  Requires the ability to communicate effectively with the college community and the public.
