I. NARRATIVE
The Director of Campus Operations reports to the Vice President of Administrative and Financial Affairs (VPAFA) and provides leadership, general direction, and administration of the college's facilities, maintenance and custodial services, and ice center operations. This position may also provide leadership, general direction, and administration of campus food services.
II. FUNCTIONAL RESPONSIBILITIES
A. Provides leadership and general direction for the facilities, maintenance and custodial services, and Ice Center functions on and off campus. Assists in the development of campus policies and procedures related to these functions.
B. Develops operating budget request and recommends priorities for departments and functions for which the position is responsible. Negotiates contracts and monitors expenditures to assure that funds are effectively and appropriately used.
C. Participates in the development of long- and short-range facilities plans. Investigates and evaluates the immediate and long-range facility needs and requirements with assistance and advice from Assistant Directors and professional firms. Prepares the capital improvement plan and capital budget requests for the campus for state and local levels in consultation with VPAFA, updating the plan annually.
D. Provides coordination between the
maintenance and custodial services functions and campus departments.
Promotes positive interactions between maintenance and custodial services personnel
and other divisions/departments of the campus. Coordinates the needs of these
divisions/departments with the service providers.
E. Develops and recommends a staffing and training plan to address the needs of the campus for maintenance of its facilities. Supervises and implements approved staffing and training plans.
F. Oversees record keeping and documentation for campus facilities including physical space inventory. Supervises staff that maintains updated plans, blueprints and drawings.
G. Establishes record keeping system for the effective means of receipt and dispatch of maintenance and custodial services, and facility improvement requests. Develops and implements use of logs and records necessary to provide positive control of flow and progress of work.
H. Supervises staff and coordinates with professional firms who evaluate scope of campus projects, prepares cost estimates and alternatives. Recommends use of on campus forces or contracted services. Supervises staff that provides technical assistance throughout process for bids or professional service contracts. Represents college in negotiations with vendors and contractors.
I. Implements process for the selection of consultants for college capital and facilities projects. Consults with, or supervises staff that consults with architects, engineers, and college departments in the planning and development of major new construction or renovation/refurbishment of existing facilities.
J. Establishes procedures for the safe and efficient operation of the college's maintenance and custodial services operations including procedures to ensure compliance with applicable federal, state and local codes and regulations and other codes and regulations which may apply.
K. Oversees an Assistant Director who prepares technical specifications for materials and services required for campus operations.
L. Plans and directs energy conservation program and other programs/procedures to reduce operations costs including preventive maintenance programs, contracts and procedures and manages campus utility budget.
M. Supervises an Assistant Director who acts as college liaison with federal, state and local agencies, companies and contractors on technical matters affecting college facilities management.
N. Directs the management of the campus motor vehicle fleet.
O. Directs the operation of the college's waste management and recycling programs.
P. Provides for effective emergency or crisis response in matters related to campus facilities.
Q. Prepares and presents written and oral reports and communications and conducts special projects as required by the Vice President for Administrative and Financial Affairs.
R. Attends professional development programs, workshops and seminars to remain up-to-date on topics related to facilities management, custodial
services, ice center operation, governmental codes, rules and regulations and other subjects related to campus operations.
S. Performs other related duties as assigned.
III. REQUIRED SKILLS
A. Ability to plan, organize, coordinate, direct and control all aspects of campus facility operations services and Ice Center activities.
B. General knowledge of all phases of facilities operation, maintenance, custodial services and Ice Center operation.
C. Strong interpersonal skills; ability to supervise, manage and evaluate staff; ability to work with engineers, architects, contractors and other representatives of trades in management of construction and renovation projects.
D. Ability to effectively organize and direct personnel during crisis or emergency situations.
E. Ability to represent the college effectively and appropriately in interactions with internal and external individuals, organizations and agencies.
F. Ability to review and evaluate problems and to identify and implement creative solutions.
G. Ability to communicate effectively, verbally and in writing.
H. Willingness to participate in professional development to keep up-to-date in technical skills and changes in codes and regulations.
I. Must be able to ensure the coordination of a large number of individuals/departments to assure the timely and satisfactory completion of significant changes and improvements to the campus.
J. Must be in possession of a valid motor vehicle operator's license.
IV. EDUCATIONAL BACKGROUND
Bachelor's degree preferred in business or related discipline; minimum of equivalent combination of associate’s degree and work experience required. Additional formal training or equivalent experience in facilities and ice center management required.
V. YEARS OF EXPERIENCE
At least five years of progressively responsible work experience in facility management of which at least three years will have been in a supervisory capacity.
VI. WORKING CONDITIONS AND PHYSICAL EFFORT
A. Able to work safely with and in close proximity to moving and working
equipment.
B. Physical condition commensurate with the demands of the position.
