Stenger, Jr. as President – the State University of New York at Binghamton Action Requested The proposed resolution approves the appointment of Dr. Harvey G. Stenger, Jr. as the next President of the State University of New York at Binghamton. Resolution I recommend that the Board of Trustees adopt the following resolution: Resolved that the appointment of Harvey G. Stenger, Jr. as President of Binghamton University, at a State salary of $385,000, effective January 1, 2012, be and hereby is, approved. In addition to the State salary, Dr. Stenger will receive an annual housing allowance of $60,000 until such time as a presidential house is provided and $50,000 per year at this time from the campus’ allocation of funds within The Research Foundation of State University of New York in recognition of and in support of his leadership of Binghamton’s research efforts. In addition, Dr. Stenger is approved for a total salary of $510,000 as of July 1, 2012. Background I am pleased to recommend your approval of the appointment of Dr. Harvey G. Stenger, Jr. as President of the State University of New York at Binghamton effective January 1, 2012. Dr. Stenger, the current Interim Provost at the University at Buffalo, succeeds Dr. C. Peter Magrath who was appointed President in April 2011 after serving as Interim President since July 2010. After conducting a national search that attracted strong candidates from leading research universities, Dr. Stenger was the unanimous choice of the Binghamton University Presidential Search Committee and Council. Members of my Executive Committee and I, as well as numerous members of the Board of Trustees, had the opportunity to meet with Dr. Stenger and to discuss the future of Binghamton University with him. I am confident he is the right person for this position. In recognition of Dr. Stenger's strong skills and highly successful experience in the field of engineering, the Binghamton Council, the BU Foundation and I are recommending an annual payment of $50,000 from the Research Foundation's BU allocation in support of his leadership of Binghamton's research efforts. Binghamton University does not own a presidential house and accordingly, Dr. Stenger will be provided an annual housing allowance of $60,000. He will also have use of a campus-owned vehicle during the term of his presidency. Moving expenses, entertainment expenses, and usual employment benefits are all standard. Prior to his appointment as Interim Provost at the University at Buffalo in April 2011, Dr. Stenger served, since August 2006, as Dean of the School of Engineering and Applied Sciences and Professor of Chemical and Biological Engineering at the University at Buffalo. Since his arrival at UB, Dr. Stenger worked to enhance UB’s standing among leading research universities. Under his leadership of the School of Engineering and Applied Sciences, student quality and program rankings improved significantly at the undergraduate and graduate levels. He strengthened the size and quality of the engineering faculty, including hiring two members of the National Academy of Engineering. He oversaw the school’s ongoing capital campaign, which generated support for the construction of the new 130,000-square-foot Barbara and Jack Davis Hall. In partnership with the dean of the School of Medicine and Biomedical Sciences, Dr. Stenger launched UB’s innovative new program in biomedical engineering. He is credited with enhancing the school's student and faculty diversity and expanded its international programs in Turkey and France. Dr. Stenger came to the University at Buffalo from Lehigh University where he severed for 22 years as a faculty member and in other positions including Dean of the College of Engineering and Applied Science, from 1993 – 1999; Associate Dean, Director of the Environmental Studies Center, and Co-Chair of the Department of Chemical Engineering. Dr. Stenger is a member of the boards of the Buffalo–Area Engineering Awareness for Minorities, and the UB Foundation. He has been honored as a distinguished alumnus of Cornell University, and has received multiple awards at Lehigh, in Buffalo and from professional associations for his teaching, mentorship and public and professional service. As a scholar, Dr. Stenger has been investigator or co-investigator on nearly 30 research grants and contracts, and has authored or co-authored more than 65 scientific articles, and an innovative textbook in computational analysis. His research focuses on reacting heterogeneous systems, including work in natural products processing, semiconductor materials manufacturing, emission control processes and synthetic fuels research. He holds a bachelor’s degree from Cornell University and a doctorate from MIT, both in chemical engineering. A copy of Dr. Stenger’s curriculum vitae is attached.
