William F. Howard was appointed as vice chancellor and general counsel by the SUNY Board of Trustees in January 2011 and began serving in this capacity March 1, 2011. He was appointed secretary of the University by the Board of Trustees in November 2011, after holding the post as interim since June 2011.
Mr. Howard was previously the chief counsel at the Washington University School of Medicine in St Louis and associate vice chancellor and deputy general counsel. He also served as deputy general counsel as well as interim vice president and general counsel at the George Washington University.
Additionally, Mr. Howard served as assistant attorney general for the Maryland Office of the Attorney General, as a law clerk for the United States Court of Appeals in Baltimore, Maryland, and as an associate in the Corporate Department in a large private law firm.
Mr. Howard received his bachelor’s degree in Economics from Michigan State University and his J.D. from the University of Michigan Law School.
