Federal Requirements:

The Code of Federal Regulations defines the partnership between the Small Business Administration and the NYS Small Business Development Center for the delivery of assistance to the small business community. Title 13, Part 130 contains operating requirements and guidelines on location, services, program responsibilities and related issues.

The Office of Management and Budget (OMB) circulars contain instructions or information issued by OMB to Federal agencies, such as the SBDC's federal funding sponsor, the Small Business Administration. OMB Circular A-21 establishes principles for determining costs applicable to grants, contracts, and other agreements with educational institutions. Circular A-110 sets forth standards for obtaining consistency and uniformity among Federal agencies in the administration of grants to and agreements with institutions of higher education, hospitals, and other non-profit organizations. The guidance contained in the circulars is in accordance with generally accepted accounting principles, except where restricted or prohibited by law
