There are occasions where special programs or course offerings other than those normally provided by the campus are requested by a third party. Where special program of course offerings are provided in response to such requests, the third party is expected to compensate the State University of New York (University) for the total direct costs of the program. These programs or offerings should be established through the Income Fund Reimbursable (IFR) mechanism and all revenues should be deposited in the appropriate IFR account established for this purpose.
Where such special programs are provided and the third party compensates the University an amount equivalent to the total direct costs of such programs, the campus president or the president's duly designated representative may excuse the payment of tuition and fees as student charges since the total costs of the programs have been paid from another source.
1. A campus is notified that the federal government will reimburse it for the total direct cost of instructing members of the Peace Corps in a particular foreign language. Under the above policy the campus may waive tuition and fees for these students.
2. A campus is notified that a local manufacturer will pay the total direct costs for an employee training program. Under the above policy the campus may waive tuition and fees for the employees selected by the manufacturer.
Where such programs include credit bearing courses, the enrollment will neither be included in the campus Full-time Equivalent calculations nor in the enrollment target assigned to the campus by the University Master Plan.
Income Fund Reimbursable Program (IFR) - established as a Special Revenue Fund, is the financial and administrative mechanism under which the University interacts with organizations and individuals, both internal and external to the University, to provide services and activities not budgeted within the regular operating budget, and which are outside the restricted purposes of the University's other funding mechanisms. The IFR Program, which operates and administers educationally-related activities, augments the other funding mechanisms.
