³  It is necessary to specifically establish and document that independent students who are to be accepted into the Educational Opportunity Program are from disadvantaged backgrounds.

⁵ The responsibility for documenting eligibility at the time of first entry rests with the transfer applicant, who must submit information regarding income and academic profile pertaining to that time.
