New York City – The State
University of New York Board of Trustees today unanimously appointed Brian
Hutzley as Vice Chancellor for Financial Services and Chief Financial Officer
and William F. Howard as Secretary of the University.
Bill Howard, who is also
senior vice chancellor and general counsel, has been a member of SUNY’s senior
administration since March, and Brian Hutzley has been serving his post in an
interim capacity since June. Both appointments are effective immediately.
SUNY Board Chairman H. Carl
McCall said, “Bill and Brian have served SUNY with distinction over the past
year, providing considerate counsel and impeccable leadership as we have faced
budget challenges and implemented new policies for tuition and shared services
in order to provide our students with an education of the highest quality.
Their continued service to SUNY and guidance to the Board will be especially
invaluable.”
“Brian’s previous experience
at SUNY Delhi has provided a critically important campus perspective during the
implementation of the SUNY Campus Alliance Networks. He has also been an
outstanding steward of our budget during a particularly tumultuous fiscal
year,” said SUNY Chancellor Nancy L. Zimpher.
“Bill’s willingness and
professionalism as he accepted the responsibilities of secretary of the
University, in addition to his executive committee role as senior vice
chancellor and general counsel, have been of great service to SUNY as well,”
Chancellor Zimpher added. “I am pleased that the Board has recognized Bill’s
and Brian’s dedicated service and appointed them to these posts for the long
term.”
About Bill Howard
William F.
Howard was appointed as vice chancellor and general counsel by the SUNY
Board of Trustees in January 2011 and began serving in this capacity March 1,
2011. He has been serving as interim secretary of the University since June.
Mr. Howard was previously the
chief counsel at the Washington University School of Medicine in St Louis and
associate vice chancellor and deputy general counsel. He also served as deputy
general counsel as well as interim vice president and general counsel at the
George Washington University.
Additionally, Mr. Howard
served as assistant attorney general for the Maryland Office of the Attorney
General, as a law clerk for the United States Court of Appeals in Baltimore,
Maryland, and as an associate in the Corporate Department in a large private
law firm.
Mr. Howard received his
bachelor’s degree in Economics from Michigan State University and his J.D. from
the University of Michigan Law School.
About Brian Hutzley
Brian Hutzley
is vice chancellor for financial services and chief financial officer for SUNY.
In this capacity, he is responsible for SUNY’s $10 billion annual all-funds
budget as well as strategic infrastructure management and operations of the
University.
His
administrative responsibilities also include oversight of the offices of
Finance and Budget, Business Affairs, and University Accounting. Mr. Hutzley
also works on the University’s strategic planning, shared services, and
strategic sourcing initiatives.
Prior to joining System Administration in June 2011, Hutzley was vice president
for business and finance at SUNY Delhi, where his responsibilities included
strategic visioning and oversight of budget and planning, computer information
systems, accounting, purchasing, food service, campus bookstore, and community
service, including continuing education programs. At the college, he was also
the president of the College Association of Delhi Inc., a member of the Board of
Trustees for the College Foundation at Delhi Inc., and the operations manager
for the Research Foundation.
Mr. Hutzley also served on and continues to serve on the SUNY Chancellor’s
Leadership Advisory Committee, Information Technology Transformation, Resource
Allocation and Budget Task Force. He was the President of the State University
Business Officers Association (SUBOA), providing invaluable vision, insight,
and policy support for the entire SUNY system.
His prior positions include director of finance and strategy for Mead in
Sidney, N.Y., where he drove acquisitions and alliances processes, budgeting,
credit and collection, and accounting services. Before Mead, he held management
positions at Amphenol Aerospace, AT&T, and NCR. His expertise includes
strategic planning and implementation, financial planning and controls, and
organizational and leadership development.
He is on the board of directors for The Otsego County Chamber and on the
Chamber’s Business Action Committee. Hutzley is also on the Board of Directors
for the Otschodela Council for the Boy Scout's of America, the Sidney Community
Foundation, the Art and Soul of the Catskills Festival, the NJCAA Division III
National Basketball Tournament, and the Delaware County Empire Zone Administration
Board.
Mr. Hutzley has a Master of Business Administration degree from Syracuse
University and a bachelor’s degree from Michigan State University. He is
originally from Michigan and now lives in Gilbertsville, NY.
