SUNYNet Webcasting Services

UPDATE - Summer 2010:

Due to the low viewership of University/College Council Meetings and the efforts and costs involved with producing the webcasts, SUNY has approached the Governor's Office of Taxpayer Accountability with an alternative to live webcasting. The efforts defined below are now deemed acceptable for EO3 compliance for SUNY University/College Council Meetings:

- a simple digital audio recording of the meeting is acceptable to be publicly posted within two days of the event
- meeting minutes should also be available within the two days
- a message is also posted indicating "a written transcript of the meeting can be provide upon request" with the assumption that due to extremely low viewership, this will not be requested.

SUNYNet will continue to provide the live webcasting services to campuses as long as there is a demand, however expect costs to increase as the number of campuses we support decline.

 

Webcasting Service Description and Pricing:

Please note: SUNYNet offers webcasting services for SUNY-related use only. At this time we do not offer our webcasting services to other educational and government or private/for-profit business.

Production: Capturing the meeting audio/video

Full Production: With on-site technical support and management. All other charges are waived with full production events with the exception of transcription and captioning.

 

 

Minimal Production: Using videoconferencing for video/audio capture .

Encoding: Converting audio/video to a streaming format

We offer variable bit rate video and audio encoding services for video and audio sent by a campus using IP or ISDN videoconferencing technology. A campus may use their own videoconferencing facilities to host the meeting and “transmit” the video and audio via videoconferencing to SUNYNet’s encoding server.

There is no charge for this service component unless SUNYNet is required to originate a videoconference using ISDN, in which case the cost of the call will be passed on to the campus.

Streaming: Sending the live unicast streams to Internet users

Campuses may use our webcast data transfer service at a charge of $.01/MB transferred. We will provide a web link for the campus to publish for the public’s access to the live webcast.

A typical meeting’s data transfer may cost around $45 given the following variables:

Length of meeting: 60 minutes, Bit rate of encoding: 100Kb, Number of viewers: 100

3600 seconds (60 minutes) X 100,000 bits/second X 100 viewers = 36,000Mb transferred

36,000Mb / 8 = 4,500MB (bit to byte conversion)

4,500MB * $.01 = $45

Captioning: Transcribing and Captioning the media

Transcription and/or Closed Captioning services are provided by New York Network.

$180/media hr.

Storage: Providing on-demand access to recorded and captioned media via public accessible web interface

We offer on-demand streaming of media on our streaming server for a campus. We will provide a web link for the campus to publish for the public’s access to the on-demand meeting video. The link will be active for 30 days beyond the original meeting date.

 

$50/meeting

Archive: Means for retention of meeting recordings for a minimum of 4 months.

If we are providing the Storage solution, then we will also archive the meeting on CD or DVD and send to the campus for archival.

 

Included as part of the Storage fee.
