Memorandum of Understanding for "SUNYNet" ISP Internet Service

Scope of This Agreement

This Memorandum of Understanding (herein called Agreement)defines a service relationship between the networking office of a SUNY institution (herein called Subscriber) and SUNYNet Technology Services, an office within SUNY System Administration in Albany (herein called SUNYNet). The Agreement authorizes SUNYNet, on behalf of the Subscriber, to act as the Subscriber's agent in acquiring and operating commercial networking services. Legal and contractual terms and conditions related to the commercial services which the Subscriber is requesting through this Agreement are defined in contracts and tariffs.

Service Description

"SUNYNet ISP" is Internet access acquired with the collegial, value-added assistance of SUNYNet, giving the Subscriber a partner in planning, ordering, and maintaining Internet service. The service uses AT&T Managed Internet Service(MIS) under terms of the contract with the New York State Office of General Services (contract # PS57455) and includes an Internet port, a local access line ordered through AT&T, and an AT&T leased router as the demarcation equipment on the Subscriber's premises.

AT&T's Responsibility

  • Ship a pre-configured MIS router to the Subscriber.
  • Order and coordinate the installation of the local access (campus-to-network) line.
  • Bill the Subscriber monthly for lease of the MIS router, use of the Internet, and lease of the local access line.

SUNYNet's Responsibility

  • Coordinate the ordering, installation, and ongoing maintenance of the service.
  • Act as an agent of the Subscriber with AT&T for service changes and problems.
  • Monitor the availability of the service.
  • Make bandwidth utilization statistics for the line available on a web site.

Subscriber's Responsibility

  • Provide space and power for the AT&T MIS router.
  • Provide two communications links to the AT&T MIS router:
    • Ethernet to Subscriber's LAN
    • Analog phone line for an AT&T-suppliedn modem.
  • Install and maintain any campus wiring extensions of the AT&T point of demarcation.
  • Assist SUNYNet and AT&T in troubleshooting service problems.
  • Work with SUNYNet to determine LAN-to-WAN routing configurations.
  • Pay AT&T for the service and work with them on billing issues.
  • If terminating within 12 months, reimburse AT&T for installation.
  • Upon termination of service return leased equipment to AT&T.

Demarcation Point

The following line depicts the point of demarcation (demarc) for determining responsibility and work domains within the service offered under the Agreement. The Subscriber-to-AT&T interface, demarcA, is an Ethernet interface of the AT&T Router.

The Subscriber's work domain is to the left of the demarc.
AT&T's work domain starts at demarcA and extends to the right.
SUNYNet's work domain includes the coordination of the Subscriber and AT&T.
