Julie Johnson

Julie JohnsonDr. Julie J. Johnson is Vice President of Strategy for Complete College America. She brings a strong background in higher education administration and policy at the institutional, state and federal level. Dr. Johnson most recently served as Managing Director for Strayer@Work at Strayer Education, which aimed to close the skills gap and align industry with higher education.

In her role as Deputy CEO for the University of the District of Columbia Community College, she helped nurture the community college from its inception and championed efforts on student success, dual enrollment, strategic development, partnerships, and operations. During that time, she contributed to the creation of a P-20 Council for DC, resulting in RaiseDC, and led DC’s membership in Complete College America, serving as state liaison.

While at the Advisory Committee on Student Financial Assistance, with the U.S. Department of Education, she contributed to policy research on college access and success for low-income students and led an initiative on improving the community college pathway to a bachelor’s degree.

Dr. Johnson’s research is on the community college student experience in developmental education. Dr. Johnson received her Ed.D. in Educational Policy Studies from The George Washington University and an Ed.M. in Higher Education from Harvard University.  She received her B.A. in English from Azusa Pacific University and studied in an honors program at Keble College, Oxford University.
