University of New York Board of Trustees today voted unanimously to approve the
appointment of Dr. Quintin B. Bullock as the next permanent president of Schenectady County Community
College. Bullock’s
appointment is effective July
1, 2009.
A dental
surgeon by training, Bullock has extensive administrative and educational
experience at Tidewater Community College in Virginia and at
SUNY’s Monroe Community College in Rochester.

pleased to welcome Quintin Bullock back to the SUNY family and I am confident
he will be an outstanding campus president,” said Board of Trustees Chairman
Carl T. Hayden. “The SCCC search committee has done terrific work and I am very
grateful for their successful efforts.”

Bullock’s success as an educator and administrator at large, complex
institutions of higher education is most impressive,” said SUNY Vice Chancellor
and Officer-in-Charge John J. O’Connor. “I congratulate Dr. Bullock on becoming
the permanent president of Schenectady County Community College and I am convinced his tenure will be successful.”

Dr. Bullock
assumed the provostship of the Virginia Beach Campus of Tidewater Community
College (TCC) on May 1,
2006.
About Quintin
B. Bullock
Currently,
Bullock serves as provost of the Virginia Beach campus of Tidewater Community College, Virginia, and was named to that position in 2006.
Prior to assuming leadership of TCC’s largest campus, enrolling more than
20,000 students annually, he served as Provost of TCC’s Norfolk Campus from
2002 to 2006. In both positions, he was responsible for and involved
with all aspects of academics, students services, and administration including:
developing strategic plans, academic programs and initiatives, fund raising,
enrollment management planning, construction projects for academic facilities,
articulation with four-year colleges, and many others. Additionally, he
served as an adjunct professor of biology at Tidewater Community
College.
From 1996
to 2002, Bullock served as executive dean of the Damon City campus at Monroe Community College. While there he provided leadership for
strategic planning for the campus, developed new curricula, launched learning
communities to enhance student retention, worked with the local Workforce
Investment Board to develop a One-Stop Center, developed a Quality Government
Institute to train neighborhood grass root leaders, increased full-time
faculty, established partnerships with community organizations such as the
Urban League of Rochester and Action for A Better Community, and provided
leadership in securing grants to support the expansion of academic support
services.
From 1991
to 1999 at Monroe Community College, Bullock served as director of the Center for Urban
Educational Studies, affirmative action and diversity officer, and adjunct associate
professor of biology.
Bullock
holds the Master of Education (Secondary Education/Biology) and Bachelor of
Science (Pre-Med: Biology/Chemistry) from Prairie View A&M University, Texas. He earned the Doctor of Dental Surgery from the University
of Texas Health Science Center and conducted post graduate work in dentistry
from the University of Rochester School of Medicine and Dentistry (earning
certificates in Advanced Education in General Dentistry and General Practice of
Dentistry.)
Bullock has
participated in several leadership programs, including the League for
Innovation Executive Leadership Institute, Future Leaders Institute, and the
Wharton School/IRHE Executive Leadership Program.
He has
performed community service in various venues, including on a hospital board,
and with United Way, Chambers of Commerce and various business
forum boards of directors. He is a member of 200+ Men, Inc.
Bullock has
also received various honors and awards, including from the Urban League of
Rochester, National Council for Black American Affairs, and the Dr. Martin
Luther King, Jr. Community Distinguished Service Award. He will earn an
annual salary of $155,000.
Bullock
succeeds Dr. Gabriel J. Basil, retired from the position effective Dec. 1, 2008. Mr. Edward S. Baker is
acting as interim president of the campus through June 30, 2009.
