Lora Lefebvre to Join SUNY Leadership Team as Associate Vice Chancellor for Health Affairs

Albany – State University of New York Chancellor Nancy L. Zimpher today announced the appointment of Lora Lefebvre as SUNY associate vice chancellor for health affairs. Lefebvre currently serves as deputy director of the New York State Department of Health’s Office of Health Systems Management.
 
“Lora Lefebvre comes to SUNY with years of experience within New York’s healthcare system and the many hospitals across the state that provide high standards of patient care to our communities,” said Chancellor Zimpher. “As a healthcare management professional with vast knowledge of the state’s policies and resources and a SUNY alum, Lora will be an outstanding addition to our leadership team and I look forward to working with her.”

As associate vice chancellor for health affairs, Lefebvre will be responsible for leading the Office of Academic Health and Hospital Affairs at SUNY System Administration. In that capacity, she will support the mission and operations of SUNY's four Academic Health Centers, the College of Optometry, and the Long Island State Veterans' Home, by providing consultative assistance with policy formulation and strategic planning and implementation. Additionally, in her role to provide support and recommendations to the SUNY Board of Trustees and its Committee on Academic Medical Centers & Hospitals, Lefebvre will focus on hospital finances and operations, and facilitate reports on quality improvement programs at these facilities.
 
Lefebvre will succeed Kathleen Preston, who was with SUNY from 2008 through November of this year, and recently took a position with New York Presbyterian Hospital.
 
About Lora Lefebvre
Lora Lefebvre is the current deputy director of the New York State Department of Health’s Office of Health Systems Management, a position she has held since January 2010. In this capacity, she is responsible for developing recommendations and responses to hospital and clinic insolvency, restructuring, and work outs. Her duties also include overseeing and making recommendations for distribution of Healthcare Efficiency and Affordability (HEAL) funds and Restructuring Pool loans, and coordinating hospital and clinic program policy development with Medicaid.
 
From June 2008 to January 2010, Lefebvre served as assistant director of health care financing in the DOH Office of Health Insurance Programs. In this position, she worked on a team with the State Medicaid Director, Director and staff to develop, negotiate and implement significant Medicaid rate reform for hospitals and nursing homes, including the framework for provider transition plans; and developed policies to facilitate access to capital for health care providers, including new proposals for funds (HEAL NY).
 
Prior, Lefebvre was Deputy Secretary for Public Finance and Local Government (July 2007-June 2008) in the Governor’s Office; managing director of portfolio management (2003- June 2007) and senior public finance analyst (September 1995-1997) for the NYS Dormitory Authority; and served in several positions (1986-1995) at the NYS Division of Budget.
 
Lefebvre is a SUNY alumnus, with a Masters in Public Administration, concentration in Finance, from the University at Albany, and she also has a Bachelor of Arts in Political Science from Alfred University. 

Lefebvre’s appointment will begin in January  at an annual salary of $175,000.
