This title is in the unclassified service and is designated Managerial/Confidential. Appointees to Managerial/Confidential titles serve at the pleasure of the chief administrative officer and are not represented for collective negotiations.

Positions in this series are assigned to manage educational and educationally related university-wide services of a varied and extensive nature and to coordinate university efforts to upgrade and enhance educational and allied programs for disadvantaged students.

VICE CHANCELLOR FOR STUDENT AFFAIRS AND SPECIAL PROGRAMS, directs a System Administration program for the State University system of developing and recommending overall policy and carrying out planning, innovation and coordination in a variety of university-wide services and in special educational and related programs for the economically, culturally, socially and otherwise disadvantaged student; does related work as required. Coordinates, from the System Administration level, a program relating to various student services including admissions and financial aid, campus security and safety, university-wide student affairs such as student housing, student activity fees and so forth; provides leadership in the development and administration of Educational Opportunity Centers for the disadvantaged to lay the foundation for multiple career alternatives - college entry for career preparation and job entry for career beginning - and to provide educationally-related services such as counseling, advisement and tutoring, as well as student instruction; coordinates program efforts with those of other major offices of System Administration and their parallels on campuses, including institutions in the private sector of higher education; chairs or serves on many System Administration, System Office-campus, and Inter-agency committees and councils.

Preferred Qualifications:

A doctorate and several years of very significant high-level faculty, administrative and managerial experience in higher education.
