Subject: Compensation
for Non-Professional Employees of the New York State College of Ceramics at Alfred University
I recommend
that the Board of Trustees adopt the following resolution:
Whereas Sections 355-a and 6102 of the
Education Law authorize Alfred University to establish salaries and positions
for non-professional employees at the New York State College of Ceramics at
Alfred University; and
Whereas such schedules are subject to
approval by the Board of Trustees; now, therefore be it
Resolved that attached salary schedules and
document entitled “Salary Adjustments for CSEA Negotiating Unit Local 1000 and
Non-Professional Staff of the State University of New York Statutory College at
Alfred University” (copy on file in the Office of the
Secretary of the University), are approved.
Background
By the
terms of Ch. 10, Pt. A, §9, L. 2008, plans for salary increases for employees
in the non-professional service at the College of Ceramics are subject to
approval by the State University Board of Trustees. Contract negotiations between Alfred University and CSEA have recently concluded,
and the attached schedules reflect the results of the collective bargaining
negotiation.
This
resolution approves compensation increases of 3% retroactive to July
1, 2008, 3%
effective July 1, 2009, 3% effective July
1, 2010 and
4% effective July 1, 2011.
The increases are comparable to those negotiated for equivalent SUNY
employees at the State-operated campuses.
SALARY ADJUSTMENTS FOR CSEA NEGOTIATING UNIT
L0CAL 1000 AND
NON-PROFESSIONAL STAFF OF THE STATE UNIVERSITY
OF NEW YORK
STATUTORY COLLEGE OF CERAMICS
AT ALFRED UNIVERSITY
1. There shall be across-the-board
increases as follows:
- 3% retroactive to July 1, 2008 based on June 30, 2008 salaries
- 3% effective July 1, 2009 based on June 30, 2009 salaries
- 3% effective July 1, 2010 based on June 30, 2010 salaries
- 4% effective July 1, 2011 based on June 30, 2011 salaries
In order to be eligible for the
July 1, 2008, payment; an employee must have been on the payroll on June 25,
2008, date of ratification of the contract, and received a rating of
“satisfactory” performance at the time of their last evaluation.
2. Longevity
Payments and Performance Advancements
Performance advancements will be
paid to employees hired prior to June
25, 2008, who have completed 52 payroll periods of service at the
time of the above scheduled increases, at an annual salary rate which is below
the job rate of their position.
Longevity payments will be paid
to employees hired prior to June 25,
2008, at the time of payment of above scheduled increases who have
completed either seven or fourteen years of continuous service at an annual
salary equal to or higher than the job rate of their salary grade, but below
the longevity step. New salary will not
result in a basic annual salary exceeding the second longevity step in effect
at the time of increase.
In order to be eligible for the

3. Salary
Schedules
The attached salary schedules for
employees have been amended to reflect the 3% increase effective July 1, 2008; the 3% increase effective
July 1, 2009; the 3%
increase effective July 1, 2010,
and the 4% increase effective July 1,
2011.
4. Funding
Although authorized to spend pool
dollars at campus discretion, reimbursement will only be for the State Purpose
portion of the salaries.
All increases outlined in this resolution are
contingent on New
York State providing funding for the increase. Any unfunded increases will not be made to
the employee.
