Definition of Terms

Financial Tools Any options available to deliver enhanced benefits to students in the form of financial aid, loans, grants, institutional supports, scholarships and support services from institutions and government.

Functional Limitation (for vocational purposes) Measurable impediment directly related to an employment outcome resulting from the individual's disability in such areas as: communication, interpersonal skills, cognition, mobility, self-care, self-direction, work tolerance or work skills.

Higher Education Postsecondary education; includes the work of colleges, junior colleges, community colleges, two-year colleges, universities, professional and technical schools and other degree-granting institutions.

Independent College (institution) A not-for-profit entity chartered by the New York State Board of Regents to grant degrees. An independent institution's charter defines its legal authority with respect to the location and scope of its programs of study and degree(s) it may award.

Individual with a Disability Under ADA, an individual with a "disability":

  • has a physical or mental impairment that substantially limits one or more life activities;
  • has a record of such an impairment; or
  • is regarded as having such an impairment.

Major life activities include such functions as caring for oneself, walking, seeing, hearing, speaking, breathing, learning and/or working.
