The funds raised for PIMSA from 2003 to 2005 were contributed by institutions in California and Mexico. In 2006, the funding committee, made up of primary contributors, renamed this effort Programa de Investigación en Migración y Salud (PIMSA). The committee also expanded participation to other academic Institutions in the United States. PIMSA funds binational research teams whose research proposals focus on migration and health within current policy contexts. A total of 41 binational projects have been funded to date. Both preliminary and final results of these projects have been presented in public policy forums that included academic researchers, stakeholders and policy makers from both countries. Several of the projects have subsequently obtained supplemental funding to continue their research. The results of these projects have been disseminated as public policy documents directed to decision-makers. RESEARCH PRIORITY AREAS Researchers should focus their research questions on the projected impact on public policies. The projects should have binational results and recommendations. The following are research areas which will be given priority: 1. Mental health, including domestic violence, alcohol and substance abuse, and its relation with culture; 2. Chronic diseases, including nutrition related diseases such as unhealthy diets related to diabetes, hypertension, high cholesterol, and obesity; 3. Infectious diseases, including HIV/AIDS, tuberculosis, hepatitis, and sexually transmitted diseases (STDs). 4. Occupational health and injury prevention, especially concerning farm workers; 5. Women’s health; 6. The health of special vulnerable populations (indigenous, disabled, elderly, and single males age 18 to 45.) 7. Access to services, including best practices of health prevention and promotion, such as promotoras outreach programs; strategies for expanding health insurance; legal issues related to access to health; and the uses of medical technology to reduce health disparities. OBJECTIVES PIMSA is administered jointly by the Health Initiative of the Americas (HIA) and the California Program on Access to Care (CPAC) under the auspices of the University of California. This cycle will be open to researchers from the University of California, University of Arizona, University of New Mexico, University of Texas at El Paso, Texas A & M University, University of Illinois at Chicago and State University of New York, working in collaboration with researchers from CONACYT-accredited institutions in all Mexican states. PIMSA has four primary goals: - Provide funds for developing and completing previously funded projects from different sources that will contribute to the knowledge base of migration and health-related issues facing Mexican-origin workers and their families in the U.S. and Mexico; - Provide grants to binational teams of researches for period of up to 12 months to conduct research on migration and health between Mexico and the United States; - Publication of research findings in international peer-reviewed journals; and - Presentation of research results as policy briefs in public forums to inform the development of public policies on issues related to health and migration. EXPECTED OUTCOMES - Collaborations: Funded projects are expected to lead to the development of long-term collaborations while strengthening academic and research capabilities of the participating institutions in Mexico and the United States. - Sustainability: Grant recipients are encouraged to seek matching sources of support and to use the PIMSA “seed” funds to undertake the preliminary research necessary to develop proposals for other extramural funding. - Policy-relevance: It is intended that there be a significant advancement of health policy research as it relates to public service and education programs that address critical issues related to health and migration in the U.S. and Mexico. - Publications: Results and recommendations will be published as policy papers or working papers that will be disseminated broadly in the policy and academic arenas. TYPES OF GRANTS REQUEST FOR PROPOSALS (RFP) Grants given under this cycle are considered “seed” grants and are expected to be used as a basis for leveraging future funding from other sources. Research projects may examine current and anticipated policies in their respective areas. PIMSA encourages collaborative and interdisciplinary projects. Individual grant amounts generally range from $25,000 to $40,000. Principals Investigators (PIs) will be notified of the terms and conditions of their awards. Projects are normally funded for a period of up to 12 months. Extensions can be requested. PIMSA also encourages investigators to secure outside funding to supplement research. To apply, fill out forms on pages 6-11. REQUEST FOR APPLICATIOON (RFA) Investigators can also submit applications for short term projects (preferably no more than 6 months) to address key public policy issues on the health of immigrants in the US and their families in their Mexican communities of origin. Faculty and researchers from Mexican and US academic institutions and nonprofit research organizations are invited to submit applications ranging up to $10,000 to analyze emergent and chronic health issues faced by immigrant populations. Topic areas must fall within PIMSA’s Research Priority Areas set. Such requests can constitute the development of a concept paper as well. Similar to the larger requests, concept paper applications must be submitted jointly by eligible PIs in both countries, using PIMSA-RFA forms on pages 6-11 of this document. DISSERTATION GRANTS Dissertation and fellowship awards are intended to provide support for short-term research projects. Such awards do not require a binational team, but do require a binational topic about migration and health issues. Grants are available for graduate student dissertations or post doctoral fellowships. Requests for dissertation and fellowship grants are limited to $5,000. Such awards will be made throughout the year. Students must have approval by the student's advisor or research professor, and academic standing must be certified by the Graduate Division serving the student and must follow the procedures established by each campus. In the case of Mexican institutions should be accredited by CONACYT (Registro Nacional de Instituciones y Empresas Científicas y Tecnológicas) and the advisor must be a member of the Systema Nacional de Investigares. Topics should relate to PIMSA Research Priority Areas. To apply, fill out the forms of the application on pages 12-15 at the end of this document. HOW TO APPLY FOR A RFP OR RFA Proposals must be submitted jointly by eligible Principal Investigators in the United States and Mexico, using the appropriate forms included in this RFP packet. Each collaborator is responsible for securing all appropriate approvals at his or her home institution prior to submitting the proposal. PIs in the United States should contact their campus research office or office of contracts and grants administration before the published proposal deadline to determine if earlier institution deadlines are required. Mexican Investigators should consult with the office responsible for approval of proposals in order to obtain the endorsement of their institution’s legal contracting authority. The approval process at each PI’s home institution should be undertaken before PIMSA’s deadline for on-time receipt of the proposal. PIs must meet eligibility criteria specified by their respective universities. - Eligibility of Principal Investigators from Mexico PIs from Mexican institutions must hold full time academic/research appointments in a Mexican institution of higher education and/or research accredited by CONACYT (Registro Nacional de Instituciones y Empresas Cientificas y Tecnológicas). Researchers (including graduate students and U.S. postdoctoral researchers) who otherwise do not meet the requirements above should develop collaborative ties with eligible PIs and join proposed projects as additional academic participants. PIs are encouraged to collaborate with additional participants from institutions other than their own. PIs may submit only one proposal for competition. Funding can be provided for the continuation of previously funded grants that have already been completed from extramural funds. PIs who currently have another active, uncompleted PIMSA grant are ineligible to apply. Review Process and Selection Criteria Proposals will be peer-reviewed by a binational panel of academic and policy experts using the following criteria: - Appropriateness of research design and methodology; - The investigators’ and team’s capability to undertake the project; - Potential impact of findings on the analysis, development, or implementation of health policies in their respective areas; - The project’s potential contribution to the knowledge base underlying particular health policies. Final funding decisions on all proposals will be made by the funding committee composed of the primary conveners, and announced no earlier than November 28, 2008. INFORMATION ON FINDING RESEARCH COLLABORATORS IN MEXICO AND THE UNITED STATES Research Network on International Migration and Health (REMIS, acronym in Spanish) The Research Network on International Migration and Health is co-directed by the National Public Health Institute of Mexico and the Health Initiative of the Americas. The mission of the network is to improve the health of migrants and their families through research, collaboration, dissemination, and interdisciplinary dialogue. REMIS coordination may help individual researchers find a Mexican or American colleague interested in participating in a research project by sending a message to remis@insp.mx with the project’s topic and desired researcher’s profile. The Health Initiative of the Americas has also developed a Binational Directory of Researchers in Migration and Health. The directory is divided into areas of research vital to migrant health and is intended to promote collaboration between members of the research community on both sides of the border. BUDGETS Grant awards for RFP are expected to be in the range of $25,000 to $40,000 for a period of 12 months, RFA grants range up to $10,000, and Dissertation grant range up to $5,000. Requests for continuation of previously funded projects by other agencies that have already been completed may request a smaller budget. If funds are to be expended at both the U.S. and Mexican institutions, the budget must specify the planned distribution of costs and funds at each institution. Allowable expenses include: - Student research assistance and/or a non-faculty researcher affiliated with the university; - Data collection expenses, including field and archival research; - Domestic and international travel including transportation, lodging, and meal expenses for the purpose of meetings for project planning, collaborative research, and training; - At least one meeting per year between the Co-PIs and/or among the collaborating research teams is encouraged, as well as one meeting where both PIs must be available to present a mid-point progress report; - Up to $500 can be used for supplies and services, including computing related supplies such as software; - Subcontracts to institutions of additional academic participants not eligible as Principal Investigators. Items that will NOT be approved include: - Salary payments to Principal Investigators or any other academic salaries, except student research assistants and/or a non-faculty researcher affiliated with the university; - Equipment purchases in excess of $500 per item, including computers, computer parts, and accessories; - Promotional materials or publication costs; and - Indirect costs or institutional overhead assessments. CONDITIONS OF AWARDS AND FINAL REPORTS Each grant is expected to result in the completion of the proposed work within the project period, and final narrative and financial reports must be submitted jointly by both PIs. The support of the Health Initiative of the Americas and the PIMSA consortium shall be acknowledged in proposals, publications, conference materials, exhibitions, videotapes, or other products of the grants. A copy of each such product must be provided to HIA as the Office of Record for the grantors for this program. PIs are required to submit a written report of up to 10,000 words by the project end date and a 1,500 word document prepared for a policy audience. Both documents must be in English and Spanish. Investigators may be asked to meet with state officials and/or participate in policy briefings to discuss the implications of their work. It is also expected that PI’s may be available to participate in policy brief trainings in order to help the preparation of policy recommendations. Travel costs for participating in these meetings will be covered by PIMSA, and only the midpoint presentation should be included in the proposal budget. A final financial report will be required ninety (90) days after the project end date. ADMINSTRATION OF AWARDS For this cycle, all funds will be administered by the Health Initiative of the Americas, in accordance with University of California policies and procedures and in observance of the PIs’ campus or institutional requirements. The portion of the grant awarded to PIs within the UC system will be transferred directly to the academic department at the respective campus. The portion of the grant awarded to non-UC entities, as well as PIs in Mexico, will be transferred directly to respective institution under mutually agreed terms. Each PI is responsible for accurate and appropriate administration of funds, accounting of expenditures, and completion of accurate and timely financial reports. PIMSA DISSERTATION GRANT APPLICATION Provide four (original and 3 copies) complete application sets and one electronic version, each consisting of: - PIMSA Dissertation Grant Application - PIMSA Dissertation Approval Sheet - Detailed budget for the project period - Narrative Statement of the Project Plan (maximum five pages), methodology, and the academic bases for the proposed activities. Describe how the results will contribute to policy changes in the health arena and the importance to both Mexico and United States. Also, include a bibliography. - Attachments - Student Curriculum Vitae - Two letters of recommendation. Please include at least one additional faculty member familiar with the student’s work. - Retain a copy of all application materials submitted. - Electronic version (CD) of ALL materials in a Word or PDF by email.
