Federal Funding Resources

Listed below are the primary federal agencies that offer grant and other extramural funding opportunities for college and universities scientists, researchers, educators and more. In some cases, we have highlighted specific funding programs. In addition to listing federal research agencies, we have also included agencies that fund many other types of college and university programs such as libraries, arts, and international programs. We encourage you to explore the websites of these agencies to learn more about programs available to you. As you do, here are a few tips:

~ Do not be afraid to call the listed program officer or contact person to ask questions. Their job is to help you understand the opportunities available.

~ Sign-up for electronic newsletters or other alerts so that you are aware of upcoming opportunities and deadlines.

~ Attend workshops and meetings or volunteer as a peer reviewer. You will gain better insight into the goals of the sponsoring federal agency and better understand the objectives of the specific award competitions.

Keep in mind that the competition is stiff when it comes to winning federal competitive awards. For example, NIH predicts that in FY 2011, the overall success rate will likely be only 15 percent (# of awards vs. # of applications). However, in many cases persistence pays off.

The DOD funding agencies providing appreciable basic research funds to universities are: ARO (Army Research Office): soldier, ground force mission oriented (6.1) AFOSR (Air Force Office of Scientific Research): pilot, aerospace mission oriented (6.1) For the Army and Air Force, the 6.2 and 6.3 funds are managed out of their Laboratories and Commands. ONR (Office of Naval Research): sailor, marine, ship, ocean mission oriented (6.1 - 6.3) DARPA (Defense Advanced Research Projects Administration) defense-wide technology innovation oriented (6.1 – 6.3) DTRA (Defense Threat Reduction Agency) weapons of mass destruction (6.1 – 6.3) CBDP (Chemical Biological Defense Program) chem/bio warfare defense oriented (6.1 - 6.3) CDMRP (Congressional Directed Medical Research Program): medical research (6.1) *Minerva:* The Office of the Secretary of Defense has created S&T programs to address understanding and modeling of human behavior in social and cultural contexts.
