Trade Adjustment Assistance (TAA)

The Trade and Globalization Adjustment Assistance Act of 2009 was part of the ARRA.  With the new Stimulus Package, Trade Act benefits will be changing for petitions filed or certified after May 18, 2009, greatly expanding TAA eligibility and training options

Impace of Stimulus Changes under TAA:

  • Significant changes will expand eligibility - many more workers will qualify for the $15,000 in tuition grants and cash benefits.
  • Workers whose jobs are shifted to countries outside those with whom the United States has free trade agreements, such as India, Canada, and China, are now covered under TAA. The ARRA TAA changes include any foreign nation.
  • Training options are more flexible and now include prerequisite training, pre-layoff training, and part-time training.
  • ARRA Trade Act funds have been increased to $575 million - a 160% increase
  • Requires state-approved benchmark-based curriculum
