SUNY & New York State's ARRA State Fiscal Stabilization FundsARRA funding directed to the State of New York includes State Fiscal Stabilization Funds, much of which is targeted to education. While draft versions of the ARRA included funding specifically for higher education modernization "shovel-ready" projects, the final version did not contain such specific funding. Over the next two years, New York will receive $3 billion in State Fiscal Stabilization Funds with $2.5 billion from the "Education" account to help close budget gaps in K-12 and higher education, as mandated by the federal legislation. The balance of $500 million comes from the "Other Government Services" account, and can be used for any government service. In the 2009-10 state budget, SUNY was allocated, based on a prescribed formula, $27.6 million of the $2.5 billion "Education" account for the restoration of community college base-aid reductions. In addition, SUNY was allocated $7.7 million of the $500 million "Other Government Services" account, also for the restoration of community college base-aid. For various reasons, the State was obligated to use most of the State Fiscal Stabilization funding for K-12 As the 2009-10 State Fiscal Stabilization Funds were allocated as operating funding, there is no funding specifically for higher education modernization shovel-ready capital projects in the adopted 2009-10 state budget. In other words, no federal stimulus funds are available for shovel-ready projects for the State University. New York State received approximately $11 billion in fully discretionary FMAP (Federal Medicaid Assistance Percentages) funding. SUNY hospitals received a $43 million advance on their DSH (Disproportionate Share funding) using FMAP funding. SUNY anticipates receiving a similar allocation from the 2010-2011 ARRA State Fiscal Stabilization Funds as in current year.
