The American Recovery and Reinvestment Act allocated $300 million for near-term energy efficiency technology demonstrations and research at the Department of Defense (DOD).  Below is the link to the DOD plans for allocating its ARRA funds by category.  Section III covers Research, Development, Test and Evaluation (RDT&E).   It can be found on pages 162-169 of the PDF (pages 154-161 of the document).

At this time, we do not have any further information as to whether these funds will go to existing projects that meet the described activity or if there will be any new announcements for extramural research grants.  The situation is simply not clear.  While there is a possibility of new Broad Agency Announcements (BAA), it is likely, because the projects outlined are so specifically, DOD may already have recipients in mind.

If you have faculty already working on DOD RDT&E projects that fall into these expenditures plan categories, we would suggest that they contact their DOD program managers and contracting officers to find out more.  It is possible that DOD will use these funds to supplement existing contracts.

If we see any new BAA's emerging from DOD as a result of federal stimulus dollars, we will circulate them to you and post the announcements on our website.
