Zimpher, Chancellor SUBJECT: Ten-year Capital Plan Action Requested The proposed resolution authorizes the submission to the New York Works Task Force and the Executive of a ten-year capital plan. Resolution I recommend that the Executive Committee of the Board of Trustees adopt the following resolution: Whereas the New York Works Task Force has requested the State University to submit a ten-year capital plan for the State University, covering the period 2013-2014 through 2022-23 (copy on file in the Office of the Secretary of the University); now, therefore, be it Resolved that the Chancellor, or designee, be, and hereby is authorized to submit a ten-year capital plan for the period 2013-14 to 2022-23 to the New York Works Task Force and the Executive. Background This resolution authorizes the submission to the New York Works Task Force and the Executive of a ten-year capital plan. The plan includes the following requests: $13.364B for State University educational facilities; $1.231B for University hospitals; $1.844B for residence halls; and $1.989B, which includes the State’s fifty (50%) per cent share, for capital facilities of community colleges under the program of the State University. The entire request totals $18.428B. Ch. 58 L. 2012 enacted State Finance Law Art. 5-E, which establishes the New York Works Task Force and fundamentally changes the way State agencies and authorities spend billions in taxpayer and commuter funds each year. Prior to the creation of the Task Force, there was no single comprehensive State plan for the $16 billion in annual capital expenditures by 45 State agencies and authorities. The Task Force will, for the first time, develop a coordinated infrastructure investment plan for the State. In addition, the Task Force will also explore financing mechanisms for State capital plans and determine ways to increase availability of capital dollars to spur economic activity and job creation throughout the State. SUNY’s current five-year capital plan ends in 2013, and staff were preparing a new five-year plan for the 2013-14 Executive Budget request, which was based on the recently completed Facility Master Plans for each campus. On September 19, 2012, the New York Works Task Force requested that all State agencies and authorities submit a ten-year capital plan on a template that it developed.
