Zimpher, Chancellor SUBJECT: Pay Differentials for Nurses at University Hospitals Action Requested The proposed resolution delegates the Board’s authority to approve pay differentials for nurses at University Hospitals in Syracuse, Brooklyn and Stony Brook to the Chancellor. Resolution I recommend that the Board of Trustees adopt the following resolution: Whereas Section 355-a(13) of the Education Law permits the State University Board of Trustees to authorize and prescribe pay differentials which may be added as adjustments to the hiring rate, the job rate and the longevity steps of the salary grade or grades and/or shift differentials for teaching and research center nurses at a SUNY hospital, in percentages or fixed dollar amounts, based on marketplace and competitive demands when a representative study of peer institutions in private or other public hospitals in the same geographic area shows that wage rates and/or pay differentials of nurses employed in such peer institutions are higher than those of nurses employed at a SUNY hospital; and Whereas, in accordance with the above statutory authority, the State University Board has previously authorized and prescribed pay differentials on multiple occasions for nurses employed at SUNY hospitals in Syracuse, Brooklyn and Stony Brook; and Whereas, in order to be able to respond more flexibly to changing market conditions in each geographic area from time to time, the Board wishes to delegate its authority under Education Law § 355-a(13) to the Chancellor, to be exercised in accordance with any and all statutory powers and requirements; now, therefore, be it Resolved that the State University Board of Trustees hereby delegates its authority under Education Law § 355-a(13) to the Chancellor; and, be it further Resolved that the Board of Trustees, on its own initiative, may take up any matter delegated by this resolution.
