Minutes of the Academic Affairs Committee of the Board of Trustees of the State University of New York September 11, 2012 Pursuant to a notice of meeting duly given on June 12, 2012, the Academic Affairs Committee of the Board of Trustees of the State University of New York held a meeting on September 11, 2012, 10:30 at SUNY Global Center. The Committee Agenda was reviewed and approved. Meeting minutes were reviewed and approved. Agenda Items Resolutions: Degree Authorization for the State University of New York Empire State College: The resolution authorizing the State University Empire State College to confer the degree of Master of Education (M.Ed.) was approved. Degree Authorization for the State University of New York College at Buffalo: The resolution authorizing the State University College at Buffalo to confer the degree of Master of Music (Mus.M.) was approved. Awarding of Honorary Degree: The Honorary Degree Candidates that were suggested and have accepted were approved by the committee. This is a recommendation to authorize the awarding of the degree; which will be done by the full board in public session. Report of the Office of Institutional Research: Rick Miller, Associate Provost for Institutional Research SUNY Mobility Trends: Dr. Miller presented a report on transfer patterns and data relating to credits transfered to receiving institutions. Committee members requested further review of aspects of the data which will be researched and reported back to the committee. Report of the Office of Academic Affairs: Student Mobility David Lavallee, Executive Vice Chancellor and Provost The presentation included a review of SUNY transfer policies and guarantees, the omni-directional nature of transfer within SUNY, graduation rates of transfer and students who enter SUNY 4-year colleges as freshmen and the average number of earned credits at graduation for SUNY colleges and public colleges in other states (California, Florida and Texas), demonstrating the success of SUNY community college students who transfer to SUNY’s 4-year campuses. Actions that could lead to real “seamless transfer,” in which students with A.A. or A.S. degrees could be true juniors with the same opportunity to graduate with a bachelor’s degree on time without excess credits were discussed. The key is for students to have completed the SUNY minimum general education requirement (7 of 10 content areas and 30 credits) and at least four of the guaranteed core courses in the major, as well as any required cognate courses, before transfer and for receiving campuses to apply both the general education and successfully-completed courses for the major to meet those requirements at their campuses. A request for board policy on this matter is anticipated. Report of the Office of Global Affairs: Mitch Leventhal, Vice Chancellor for Global Affairs Chancellor Zimpher introduced the topic, describing her experience with international student recruiting and its importance, as well as the need for certification of recruiting agents and the role of the AIRC (the American International Recruitment Council) as the certifying organization. Vice Chancellor Leventhal presented background on the economic importance of international students as well as academic benefits. He then discussed SUNY’s global recruitment strategy and the critical role of agent-based recruiting as a cost effective component of a multi-faceted approach, including in-country offices, campus to campus partnerships, etc. The highly successful long-term development of international recruiting by the University of Buffalo, for example, would be very difficult to replicate by other SUNY campuses. The point was made that campuses themselves decide which students to admit: agent-based recruitment only provides the applicants. Thirty-six SUNY campuses have “opted-in” to working with recruiting agents certified by AIRC and selected by SUNY Global. Examples of other American campuses and international campuses that utilize agents for recruiting were provided. A number of questions about agent-based recruiting were posed. Time did not permit a thorough exchange, so follow-up on additional questions is anticipated. Report of the Office of Academic Affairs: David Lavallee, Executive Vice Chancellor and Provost briefly addressed the standing agenda item: Strategic Plan Update. At this meeting, progress and prospects for Strategic Enrollment Management were briefly described. A document outlining the objectives and approaches currently underway on this topic will be distributed before the next committee meeting to allow for a more thorough and informed discussion.
