Minutes of a Meeting of the Research and Economic Development Committee of the Board of Trustees of the State University of New York May 10, 2012 The Research and Economic Development Committee of the Board of Trustees of the State University of New York held a meeting on May 10, 2012. Committee Members present: Trustee Marshall Lichtman (Standing in for the Chair, Linda Sanford) Trustee Kaitlyn Beachner Trustee Joseph Belluck Trustee Ronald Ehrenberg Trustee Marshall Lichtman Trustee Cary Staller Other Trustees present: Trustee Ken O’Brien Trustee Carl Spielvogel Others present: Dr. David Lavallee, Provost Ms. Elizabeth Bringsjord Mr. Michael Frame RF: Ms. Bonny Boice Mr. Jeffrey Boyce Ms. Heather Hage Mr. Garrett Sanders Mr. Joshua Toas The Research and Economic Development Committee meeting was called to order by Trustee Marshall Lichtman at 8:30 a.m. on May 10, 2012 at State University Plaza, Albany, New York. Dr. Lichtman called for approval of the minutes from the March 28, 2012 meeting. Upon motion of Ms. Beachner and seconded by Dr. Ehrenberg, the minutes of that meeting were unanimously approved. Mr. Jeffrey Boyce gave the Trustees an overview of the newly-established RF Board of Directors Committee on Research-Supported Economic Development (RSED), reviewing its charter, membership, and meeting plans for 2012. He stated that formation of the new committee was a recommendation of the RF and SUNY Task forces. The RSED Committee will work in collaboration with the SUNY Research and Economic Development Committee, including at least one joint meeting per year. Mr. Boyce also reviewed the list of RSED Committee non-voting Advisory members which include leaders from: the Business Council of New York, Empire State Development’s Division for Science, Technology and Innovation, the New York State Small Business Development Center, the New York State Economic Development Council, and SUNY’s Levin Institute. During a discussion, Trustees recommended additional representation from diverse public interests groups and SUNY faculty with experience navigating the commercialization ecosystem. A request was made that minutes from the RSED Committee’s past meetings be shared with the group. In accordance with a request from the January 25, 2012 Committee meeting, Ms. Heather Hage updated the Trustees on the SUNY Patents and Inventions Policy Board (PIPB). The Trustees were provided with an overview of the goals, objective, and membership of this recently reconstructed Board, which held its first meeting on April 2, 2012. Ms. Hage reported this group will provide oversight and input on SUNY policies related to inventions, computer software, conflict of interest, commercialization, and intellectual property including patents and copyright. After a discussion, RF staff agreed, following the appointment of the RF President, to revisit PIPB membership. At the request of Trustee Lichtman, Ms. Hage also explained the patents and licensing process at SUNY campuses. Trustee Lichtman acknowledged Trustee Kaitlin Beachner, who was attending her last meeting of the Committee. He thanked her for her service and wished her well in her future endeavors.
