Zimpher, Chancellor Subject: 2010 Multi-Year Master Capital Plan Update I recommend that the Board of Trustees adopt the following resolution: Whereas the State University of New York has heretofore prepared and periodically updated a Master Capital Plan establishing long-range capital construction program plans for the State-operated campuses of the University, including the University�s three teaching hospitals; Whereas Ch. 678 L. 1988 authorized a new capital construction financing program for State University educational facilities and enacted Education Law �355(13) to require that the Board of Trustees approve and submit an annual Master Capital Plan to the Chairs of the Assembly Ways and Means Committee and the Senate Finance Committee and to the Director of the Budget; and Whereas Ch. 59, Part NN, L. 2004 amended Education Law �355(13) to further require that the annual Master Capital Plan include, in addition to information regarding future planned capital program and project activities, certain types of financial reporting for educational facilities capital projects underway; and Whereas Ch. 57, Part GG, L. 2008 amended Education Law �355(13) to further require that the annual Master Capital Plan will also describe how projects support improvements in environmental protection, energy and resource management, solar energy and conservation; now, therefore, be it Resolved that the State University Multi-Year Master Capital Plan Update, dated November 2010, be, and hereby is, approved; and be it further Resolved that the Chancellor, or designee, be, and hereby is, authorized to submit the State University Master Capital Plan Update to the Chairs of the Assembly Ways and Means Committee and the Senate Finance Committee, and to the Director of the Budget in accordance with Education Law �355(13). Background The State University Multi-Year Capital Plan establishes the University�s long-range plans for capital construction projects at the State-operated campuses, including the University�s three teaching hospitals. The original Master Capital Plan for the period 1977-85 was approved in 1977 (Resolution 77-249, adopted October 26, 1977), and the Plan has been updated numerous times. Ch. 678 L. 1988 established a new program, which continues to this day, for financing the acquisition, construction, and improvement of State University educational facilities through the Dormitory Authority of the State of New York. Prior to this enactment, State University academic facilities had been financed through the Housing Finance Agency under a program that began in 1964. As amended by Ch. 59, Part NN, L. 2004, and further amended by Ch. 57, Part GG, L. 2008, Education Law �355(13) requires that the Board of Trustees approve and submit annually to the Chairs of the Assembly Ways and Means Committee and the Senate Finance Committee and to the Director of the Budget a Master Capital Plan setting forth major projects proposed for construction or rehabilitation in the future, as well as those major projects currently in design or under construction, along with their associated costs, spending to date and anticipated timeframes for completion, and how such projects address improvements in environmental protection, energy and resource management, solar energy and conservation. A copy of the State University 2010 Multi-Year Master Capital Plan Update was mailed to the Board of Trustees in advance of the November 17, 2010 meeting. It contains a comprehensive listing of major construction and rehabilitation projects now underway or proposed to be undertaken for educational facilities on State-operated campuses, including the University�s three teaching hospitals, together with other pertinent cost, spending and scheduling information.
