Zimpher, Chancellor SUBJECT: Amendment to Community College Operating Budget 2010-11 Jamestown Community College Action Requested The proposed resolution approves additional State financial assistance in the amount of $514,909 to Jamestown Community College with respect to the College’s 2010-11 year. Resolution I recommend that the Board of Trustees adopt the following resolution: Resolved that Res. 2010-120, dated September 15, 2010, be, and the same hereby is, amended to increase State financial assistance for Jamestown Community College for the period September 1, 2010 to August 31, 2011, in the amount of $514,909 from $8,609,345 to $9,124,254 with no increase in total operating budget, subject to the limitations on operating costs for purposes of State financial assistance as contained in the "Code of Standards and Procedures for the Administration and Operation of Community Colleges" (Section 602.8 of Title 8 of the Official Compilation of Codes, Rules and Regulations of the State of New York), and subject to the availability of funds appropriated by the Legislature therefor. Background Approval of this resolution would authorize total amended 2010-2011 State financial assistance for Jamestown Community College in the amount of $9,124,254. The originally approved total State financial assistance was $8,609,345. Both statutory and regulatory provisions (Ed. L. §6304(1)(a); 8 NYCRR §602.3) provide for approval by the State University Board of State financial operating aid for a community college. In addition, University regulations (8 NYCRR §602.9(e)) require that if a community college’s State financial aid exceeds approved operating budget levels, then the operating budget must be amended and re-approved by the local board, local sponsor and the State University. Increases of less than 5 percent may be approved by the Chancellor. Increases greater than 5 percent must be approved by the Board of Trustees. Since the requested actual State operating aid entitlement is greater than previously approved by 6.0 percent, Jamestown Community College has requested this amendment to its 2010-2011 operating budget. This budget amendment is driven by a 6.2 percent increase in the funded FTE student enrollment over the FTE enrollment estimated when the 2010-11 operating budget was initially proposed and approved. Additional operating budget detail is provided on the attached summary. A supporting resolution by the Jamestown Community College Regional Board of Trustees is on file.
