Subject:  	Community College Tuition and Fee Schedules 2012-2013


Action Requested

	The proposed resolution approves 2012-2013 tuition and fees for the community colleges under the program of the State University.

Resolution

	I recommend that the Board of Trustees adopt the following resolution:

Whereas the community colleges’ local boards of trustees have previously approved the tuition rates on the attached schedules;

Whereas the requested tuition rates and local board approvals are in accordance with State law and the rules, regulations and administrative procedures of the University; and

Whereas the community colleges remain committed to providing a quality education at the lowest tuition possible and 

Whereas New York's tuition assistance program substantially reduces tuition costs, which helps to provide the broadest possible access to a quality higher education in New York State; now, therefore, be it 


Resolved that the Tuition and Fee Schedules for Adirondack Community College,  Broome Community College, Cayuga County Community College, Clinton Community College, Columbia-Greene Community College, Corning Community College, Dutchess Community College, Erie Community College, Fashion Institute of Technology, Finger Lakes Community College, Fulton-Montgomery Community College, Genesee Community College, Herkimer County Community College, Hudson Valley Community College, Jamestown Community College, Jefferson Community College, Mohawk Valley Community College, Monroe Community College, Nassau Community College, Niagara County Community College, North Country Community College, Onondaga Community College, Orange County Community College, Rockland Community College, Schenectady County Community College, Suffolk County Community College, Sullivan County Community College, Tompkins-Cortland Community College, Ulster County Community College and Westchester Community College (copy on file in the Office of the Secretary) for the college fiscal year 2012-2013, be, and hereby are, approved.


Background

	This resolution approves the prior action of each community college board of trustees in setting the tuition rates and fees for the 2012-2013 college fiscal year.  Although the local sponsor does not approve the tuition and fee rates, the tuition rates and revenue are reflected in each campus’ operating budget, which is approved by the sponsor(s). 
	
      All of the thirty community colleges in the State University have completed the tuition and fee approval process in accordance with State Education Law and the University’s regulations and administrative procedures.  

	Attached are the individual tuition and fee schedules for all thirty community colleges.  Overall, the requested rate adjustments would increase the average tuition rate by 3.6% (or $133), from $3,703 to $3,838.  These increases are consistent with the rate increases reviewed by the Board in June.

	Additional background on the 2012-2013 community college operating budgets, which assume these tuition rate increases, is included in the resolution regarding “Community College Operating Budgets 2012-2013.”
