Carpenter as President at the State University of New York Maritime College Action Requested The proposed resolution approves the appointment of Rear Admiral Wendi B. Carpenter as the next president of the State University of New York Maritime College. Resolution I recommend that the Board of Trustees adopt the following resolution: Resolved that the appointment of Rear Admiral Wendi B. Carpenter as President of the State University of New York Maritime College, at a State salary of $205,000 effective on or about August 15, 2011, be and hereby is, approved. Rear Admiral Carpenter will reside in a campus owned house and be provided the use of a campus owned car. Background I am pleased to recommend your approval of the appointment of Rear Admiral Wendi B. Carpenter as President of the State University of New York Maritime College effective on or about August 15, 2011. Admiral Carpenter will be succeeding President John W. Craine, Jr., Vice Admiral, USN (Retired) who has been serving as president since May 2006 and in October announced his plan to retire when a new president is appointed. He served as acting president beginning June 2005 and also served as interim president of the College from October 2001 to July 2002. After participating in a national search that attracted top notch candidates, Admiral Carpenter received strong support from the SUNY Maritime Search Committee, Council and college community. Admiral Carpenter will be provided college owned housing and will also have use of a campus-owned vehicle during the term of her presidency. Admiral Carpenter has spent 34 years with the US Navy and is currently Commander (Chief Executive Officer) of the Navy Warfare Development Command, a position she has held since 2008. Other senior executive positions she held include Deputy Commander (Vice President for Operations and Training), US Second Fleet (2006 – 2008); Vice Director (Vice President and Chief Operating Officer), Standing Joint Forces Headquarters (2004 – 2006); and Commanding Officer (Chief Executive Officer), JFACC US Second Fleet (2002 – 2004). In her current position, she is the strategic leader and innovator for command of 400 civilian and military personnel responsible to deliver capability across possible solutions of doctrine, training, material, organization, logistics and personnel and facilities. In her prior position, she was second in command of an organization with multiple missions including Fleet training and preparedness of forces for world-wide operations (up to 200,000 personnel/180 ships), as well as maritime homeland defense missions. Prior to that, Admiral Carpenter ensured the development of required skill sets, training and education requirements for 56 separate and widely varying positions and assisted with achieving standardization and readiness of six other such organizations which were deployable world-wide. Her long list of accomplishments include focused program and resource management as well as strategic planning and execution where she oversaw construction of a $26 million, 85,000 sq. ft. building with no delays or cost overrun and realigned contractor support to achieve 39% cost reduction and saved up to $7million per year. Admiral Carpenter received her bachelor of science in psychology from the University of Georgia and an AA Degree in liberal arts from Albany Junior College – now Darton. She received her masters in international relations from Salve Regina University in Rhode Island. She attended Georgia Southwestern for studies in business and marketing, National Defense University and the US Naval War College. Admiral Carpenter is the recipient of many distinctions that include graduating number one from flight school; being the first woman in the Navy designated as an aviator to be promoted to rank of one star and then two star admiral and first woman Navy Instructor T-44. She is a life member of the US Navy War College Foundation, a Trustee of the USNA Foundation Athletic and Scholarship Programs, and a member of the Sea Service Leadership Association and Women in Aviation International.
