Zimpher, Chancellor Subject: Acquisition of Real Property – Finger Lakes Community College Action Requested The proposed resolution approves the site and value of a purchase of real property by Finger Lakes Community College. Resolution I recommend that the Board of Trustees adopt the following resolution: Whereas Education Law §6306(4) provides that a community college may acquire by deed real property suitable for carrying out the program and purposes of the college; and Whereas Finger Lakes Community College seeks to acquire property to be renovated as a permanent location for the Geneva Campus and seeks a determination by the State University Board that the value of such real property for purposes of Education Law §6304(1)(c) is $920,000, as established by appraisal; and Whereas the subject real property is a building, formerly known as the Geneva Middle School, consisting of approximately 126,380 sq. ft. on approximately 5.40 acres, located at 63 Pulteney Street, City of Geneva, Ontario County, New York (the “Site); now, therefore, be it Resolved that the Site be, and hereby is, approved; and, be it further Resolved that the value of the Site for purposes of Education Law §6304(1)(c) is determined to be $920,000; and, be it further Resolved that the Chancellor, or designee, be, and hereby is, authorized to transmit such determination as to the value of such real property to the State Director of the Budget for appropriate action. Background Finger Lakes Community College has operated a Campus Center in Geneva since 1984. Pursuant to a lease agreement with the Geneva City School District, the Geneva Campus Center moved to its current location in 2005. The current facility is an old middle school owned by the Geneva City School District with the majority of the facility dating to the early 20th century. While the College has been able to utilize a wing that was added in the 1960's and several portions of the old building, the condition of the older portion and the significant presence of asbestos make renovation both costly and impractical. In order to facilitate the anticipated growth in both student enrollments and course offerings, additional and more modern facilities are necessary. Exploration of other available facilities in proximity to downtown Geneva did not produce any suitable alternatives and there is a desire by the City of Geneva and by FLCC to maintain its presence within the city limits. The current plan calls for purchasing the property and existing facilities, renovating the 1960's wing, building an additional wing with modern classroom and lab facilities and then razing the old portion of the structure. The value of the site for purposes of Education Law §6304(1)(c), $920,000, is the lesser of two appraised values. Enrollment for the 2008-2009 academic was 306 full-time students and 132 part-time students. Enrollment for Fall 2010 was 417 full-time students and 167 part-time students. More than half of the student body, 51% comes from Ontario County, followed by Seneca County at 32% and Yates County with 8%. Board Resolution -2- September 20, 2011
