Minutes Meeting of the Academic Medical Centers and Hospitals Committee of the Board of Trustees of the State University of New York May 9, 2011 The Academic Medical Centers and Hospitals Committee of the Board of Trustees of the State University of New York held a meeting on May 9, 2011. Committee Members Present: Mr. John Murad (Chair) Mr. Cary Staller Mr. Stephen Hunt Dr. Marshall Lichtman Committee Liaison Present: Ms. Monica Rimai Others Present: Ms. Kathleen Preston Mr. Bill Howard Mr. Michael Morgan Ms. Heather Eichin Mr. Fred Matthews Ms. Debra Carey Mr. Thomas Bodenberg Dr. David Duggen Dr. William Greene Ms. Susan Blum Committee Members Not Present: Ms. Linda Sanford The Academic Medical Centers and Hospitals Committee meeting was called to order by Trustee John Murad at 10:30a.m. on Monday, May 9, 2011 at Hudson Valley Community College. * Mr. Staller made a motion to accept the minutes from the March 21, 2011, Committee Meeting. The motion was carried. * Senior Vice Chancellor Rimai provided an update to the Committee members regarding the outcome of the State budget for 2011-12, as related to the SUNY Hospitals. Ms. Rimai informed the committee that of the $130 million reduction to the SUNY hospitals proposed in the Executive Budget, $60 million had been restored in the enacted budget, along with one time cash flow savings of approximately $26 million related to the amortization of pension payments made by the SUNY Hospitals. * Ms. Rimai indicated that since it would be necessary to provide $100 million to the Hospitals to avoid major service disruptions, that it would be necessary to generate an additional $14 million for the hospitals by spreading an additional budget reduction across the SUNY state-operated campuses. * Mr. Staller stated that the restoration of funding to the Hospitals was a major accomplishment on the part of the hospitals and SUNY System Administration, and that the outcome, while not ideal, could have been much worse. * A resolution to appoint Mr. Jamie L. Moore to the Stony Brook University Hospital Quality Assessment Review Board was discussed and passed unanimously. * The three SUNY Hospitals presented a patient quality report on hospital-acquired conditions, inpatient quality indicators, and Centers for Medicare and Medicaid (CMS) core measures. (See attached) * Dr. Duggan stated that the CMS core measures are largely process measures, and have not resulted in significant changes in outcomes. * Representatives of each hospital stated that they have found in many instances that an issue is not related to the quality of care a patient receives, but to coding of documentation, and errors in that coding. The committee members discussed the issue and agreed that the process must include better training of coders. * Mr. Murad made motion to go in to executive session. * Mr. Murad made a motion to adjourn the meeting.
